Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Pearson, Cook, Elvig, Kurak, and Strommen. Voting No: None. COUNCIL BUSINESS Case #la: Joint Law Enforcement Meeting Police Chief Way explained that on July 23fa, he and Councilmember Pearson attended' the Joint Law Enforcement meeting in Blaine. At that meeting they covered several different topics, but they did not have a quorum so they could not take any official action. He noted that the criminal investigation division of Anoka County did get a federal grant to pay officers to go through used car lots looking for stolen vehicles in addition to providing additional training to some officers on how to identify stolen vehicles. Central Communications advised them that one of the services they are currently providing to the City of Ramsey will no longer be available after June 2004 so they are currently looking for another vendor to get information from computers out to the squads. The radio committee reported that the megahertz system installation is moving along and should be up and running in a year. They were also informed that there is some left over money, around $90,000 that was bonded and charged back to the cities for the record systems. The issue was tabled due to the lack of a quorum, but they will probably be scheduling a special session to determine where the money should be spent because it has to stay within the records management system. The one other topic of discussion had to do with how Columbia Heights handles administrative fines instead of going off the County or State fine schedule. Chief Way explained that Columbia Heights has developed their own fine schedule and retains all the money collected from fines issued in the City. The fines are typically lower than the County or State fine schedule and the ticket does not go on a person's driving record. If a person were to challenge a ticket, the administrative fine would be destroyed and a County ticket would be issued. The Police Department is looking at the administrative fine process for the City of Ramsey and will be reporting back to the Council when they have more information. Mayor Gamec thanked the Police and Fire Departments for their work on making National Night Out a success. He noted that while they were out visiting the different neighborhoods one of the most common complaints were speeding vehicles in their neighborhoods. He reminded residents to watch their speed when driving through residential neighborhoods especially while kids are out of school. City Council/August 12, 2003 Page 5 of 30
