Case #I: <br /> <br />Public Hearing To Consider Improvement Project #02-20, Helium Street NW <br />Sewer Water and Streets <br /> <br />Mayor Gamec called the public hearing to order at 7:17 p.m. <br /> <br />Presentation <br /> <br />Assistant Public Works Director Olson stated that the streets included in this proposed project <br />are Helium Street NW - between Alpine Drive and end of Pondvale Plat; 152nd Avenue NW - <br />between Helium Street NW (Project #02-21); and 152"d Lane NW - between Helium Street NW <br />and Germanium Street NW. Staff was proposing that municipal utilities be installed under the <br />streets in this subdivision as well as permanent concrete curb and gutter and new street surfacing. <br />The streets would be constructed to 32 feet wide and a 7 ton design thickness which consists of 6 <br />inches of class 5 aggregate and 3 ½" of bituminous. Mr. Olson noted that one of concerns <br />amongst the residents when the issue has been discussed in the past is the "due on sale clause". <br />The previous Council had indicated that they would be in favor of repealing that clause. The <br />other concern has to do with the connection of the two neighborhoods, but staff has provided for <br />the connection as option because it does improve emergency response time. <br /> <br />Citizen Input <br /> <br />Leon Fisher, 15113 Nowthen Boulevard NW, Ramsey, inquired if there was a proposed soccer <br />field within the plan. <br /> <br />Assistant Public Works Director Olson explained that there was no soccer fields proposed within <br />this project. The soccer fields would be south of Alpine Drive and west of Helium Street. <br /> <br />Mr. Fisher stated that he was a major land contributor in this project and yet he was not the <br />petitioner, the City was. He stated that he thought that he could live with a lot of what was being <br />proposed, but he felt that the project was designed to connect the other areas and extend sewer <br />and water to those areas, which he was being asked to contribute to. The proposal calls for a 33 <br />percent profit margin and financing at seven percent, but he felt that the City could get the <br />financing at two to four percent, which would be more appropriate. He requested that the City <br />adjust the costs to make the project more financially feasible for the residents. That all being <br />said he was willing to accept the project. <br /> <br />Assistant Public Works Director Olson noted that the assessment hearing is generally when the <br />financing issues are resolved. <br /> <br />Mayor Gamec explained that currently the figures are just projections, but at the assessment <br />hearing the actual costs will be explained. <br /> <br />Mr. Fisher inquired if there were any plans for constructing a trail as part of the project. <br /> <br />Assistant Public Works Director Olson replied no. <br /> <br />City Council/August 12, 2003 <br /> Page 6 of 30 <br /> <br /> <br />
