ADDITION TO CASE #4

DICKENSON BUS ACQUISITION
By: Ryan R. Schroeder, City Administrator

Background:

Last year, the City of Ramsey passed an eminent domain action in an attempt to facilitate the
acquisition of the Dickenson Bus property at 14010 Sunfish Lake Boulevard. Since that time, we
have been negotiating with representatives of the property in an attempt to complete the
acquisition without going through the "taking" process.

Enclosed for your consideration is a proposed purchase agreement drafted by Attorney Goodrich.
The purchase price is in the amount of $175,000.

Also enclosed for your review is a sketch of proposed improvements to the property owned by
the same parties at about 6000 Highway #10 in Ramsey (located just west of the manufactured
housing park in Anoka). It is intended by the owners to use sale proceeds from the Sunfish Lake
Boulevard property to provide the improvement to the Highway #10 property. City staff is
viewing the Sunfish Lake Boulevard property as a future site of a storm retention basin.

The Dickensons have also requested financial assistance beyond the purchase price to put toward
the Highway #10 improvements. Currently, the property is not within a tax increment district. If
Council is interested in pursuing that assistance, such a district would need to be created. The
owner has represented that $154,000 in site improvements, improvements to the existing
building and expansion of that building are to occur on that site. As an economic development
district, with a minimum value of $250,000 post improvements, there would be a present value
of about $15,000 available in potential TIF assistance. If the project qualifies as a redevelopment
district, available assistance could increase.

Council Action:

Motion to authorize the Mayor and City Administrator to enter into a purchase agreement for the
acquisition of the property at 14010 Sunfish Lake Boulevard.

Reviewed by:

City Administrator
Administrative Services Manager
Finance Officer .-

CC: 09/09/97

/jmt
