ADDITION TO CASE #4 <br /> <br /> DICKENSON BUS ACQUISITION <br />By: Ryan R. Schroeder, City Administrator <br /> <br />Background: <br /> <br />Last year, the City of Ramsey passed an eminent domain action in an attempt to facilitate the <br />acquisition of the Dickenson Bus property at 14010 Sunfish Lake Boulevard. Since that time, we <br />have been negotiating with representatives of the property in an attempt to complete the <br />acquisition without going through the "taking" process. <br /> <br />Enclosed for your consideration is a proposed purchase agreement drafted by Attorney Goodrich. <br />The purchase price is in the amount of $175,000. <br /> <br />Also enclosed for your review is a sketch of proposed improvements to the property owned by <br />the same parties at about 6000 Highway #10 in Ramsey (located just west of the manufactured <br />housing park in Anoka). It is intended by the owners to use sale proceeds from the Sunfish Lake <br />Boulevard property to provide the improvement to the Highway #10 property. City staff is <br />viewing the Sunfish Lake Boulevard property as a future site of a storm retention basin. <br /> <br />The Dickensons have also requested financial assistance beyond the purchase price to put toward <br />the Highway #10 improvements. Currently, the property is not within a tax increment district. If <br />Council is interested in pursuing that assistance, such a district would need to be created. The <br />owner has represented that $154,000 in site improvements, improvements to the existing <br />building and expansion of that building are to occur on that site. As an economic development <br />district, with a minimum value of $250,000 post improvements, there would be a present value <br />of about $15,000 available in potential TIF assistance. If the project qualifies as a redevelopment <br />district, available assistance could increase. <br /> <br />Council Action: <br /> <br />Motion to authorize the Mayor and City Administrator to enter into a purchase agreement for the <br />acquisition of the property at 14010 Sunfish Lake Boulevard. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Administrative Services Manager <br />Finance Officer .- <br /> <br />CC: 09/09/97 <br /> <br />/jmt <br /> <br /> <br />
