During discussions with the Council, it appears that there may be diffehng expectations of what a CSO would do. The following chart compares the traditional duties of a CSO and a Community Crime Prevention Specialist. I I I Community Service Officer (CSO) Community Crime Prevention Specialist (CCP) Animal control Detention/release of prisoners Recovered property control Nuisance control Lockouts (vehicles and homes) Traffic control Code enforcement Parking and bicycle enforcement Vehicle maintenance Paper service Document delivery Zoning complaints Crime Prevention functions Develop & teach crime prevention programs in elementary schools Assist in improving contact and communication between PD and school staff and students Assist in criminal investigations Provide information about PD educational programs at conferences, parent meetings, conventions, etc. Present PD's crime prevention activities to neighborhoods, civic groups, etc. upon request. Represent PD through professional organizations. Write column for local paper and city newsletter Work with other city departments to put on educational programs for children after school and during the summer. Post high school and law enforcement BA/BS in education, criminal justice, sociology; coursework or course work background in education/communication helpful Full-time: $11.18 to $13.99 per hour $14.27 per hour to $17.86 per hour Pan-time: $ 8.91 to $11.37 per hour I I I I I Staff is recommending a pay rate of $10.44 per hour ($21,724 annualized). This represents the midpoint of the Stanton Group Six average for part-time CS Os, plus 3%. Staff recommends that Council: a) ,4uthorize creation of a half-time Commu~tity Service Officer ;position, effective January l, 1998; b) Establish a beginning gay rate of $10.44 per hour for the part-time CSO position. The Community Service Officer position is in addition to the additional Patrol Officer who will be hired in December of 1997 with the assistance of a federal grant. ADMINISTRATIVE SERVICES Technically, the City .~dministrator position also includes City Clerk duties. In reality, the City Clerk duties have been performed by the Recording Secretary for several years. These include handling voter registration, coordinating elections, preparing Council agendas and minutes, and being responsible for publication of official notices.
