I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br /> <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br /> <br />Conduct field inspections to assure compliance with approved site plan. <br />Assist in site plan reviews and prepare staff review letter. <br />Coordinate, oversee inspections of City/private development subdivision work. <br />Assist City Engineer in preparation of cost estimates/feasibility studies for public <br /> improvement projects. <br />Perform code enforcement activities. <br />Oversee the septic system maintenance and inspection system. <br />Assist Zoning AdminiStrator/City Engineer on special projects. <br />Represent Zoning Administraior/City Engineer in their absence. <br />Act as staff liaison to Park & Recreation Commission. <br /> <br />Because the City Administrator is leaving, the City will realize some salary savings for <br />his vacant position. Staff is recommending that Council use this opportunity to create the <br />Community Development Assistant position immediately and use the City Administrator <br />salary savings to fund the position for the balance of 1997. Staff is recommending that <br />the position be placed in salary grade 9 with an annual starting salary of $23,672 ($11.38 <br />per hour). The classification and salary may change when a complete job description and <br />Time Spent Profile are completed in the future. <br /> <br />The addition of this full-time position does not eliminate the need for an intern with <br />landscape architecture training. It does eliminate the need for the second intern position <br />in Community Development. <br /> <br />Staff is recommending that Council: <br />a) Authorize creation o fa Cotttmultity Development Assistant£osition, effective <br />September 10, 1997; <br />b) Establish llte beginning salary for the Commttllity Develotmtent Assistant at <br />$23~6 72annually; <br />c) Authorize staff to post the 1Josition ot~ening h~ternally flora Set~tember JO <br />through SelJtember 24, I997. <br /> <br />POLICE DEPARTMENT <br />The Police Department has requested a half-time Community Service Officer (CSO) for <br />1998. The purpose of this unsworn position would be to assume responsibilities that are <br />currently handled by sworn officers. In economic terms, the salary range for a Patrol <br />Officer in Ramsey is $31,021 to $48,304. In comparison, Stanton Group Six cities have <br />annualized average salary ranges for CSOs is $18,533 to $23,650 for part-time and <br />$23,254 to $29,099 for full-time. <br /> <br /> <br />
