I I I I I I I I I I I I I I I I I I I Exhibit C CITY OF RAMSEY DEVELOPMENT PERMIT CONSULTING MANAGEMENT CONSTRUCTION, INC. On September 9, 1997, Site Plan approval was granted by the City of Ramsey ("City") to Consulting Management Construction, In., ("Permittee"), whose address is 10630 Rockford Road, Suite #111, Plymouth, Minnesota 55442 to construct a 23,352 square foot office and manufacturing facility ("Structure") on the property which is legally described as follows: Lot ~, Block , Business Park 95 Sixth Addition ("Site"). This approval is issued pursuant to §9.03.06 of the City Code. The conditions of this approval are as follows: 1. STRUCTURE. All building plans must be prepared and certified by a registered engineer or architect. 2. STATE BUILDING CODE COMPLIANCE. The Structure shaI1 be constructed in accordance with the requirements of the State Building Code. 3. SITE PLAN COMPLIANCE. The Structure shall be constructed as shown on the Site Plan submitted by the Permittee, which Site Plan is prepared by Lampert Architects and dated August 14, 1997, revision date o o REQUIRED IMPROVEMENTS. The Permittee shall construct and install the following site improvements on the Site in accordance with the specifications and location as shown on the Site Plan and Landscape Plan. The Required Improvements are as follows: Bituminous driveways, off-street parking and maneuvering areas; B-612 concrete curbing around the perimeter of all bituminous surfaces; Site grading in accordance with the Grading Plan prepared by Charles W. Plowe, dated ,1997; Sod and seed; Establishment of plantings in accordance with the Landscape Plan prepared by Lampert Architects, dated August 14, 1997, revision date ,1997; Fire lanes; The ("Required Improvements)". FIRE LANES. Fire lanes shall be maintained on the Site. The exact location of these items on the Site shall be as directed by the City's Fire Chief. LIGHTING. Any lighting installed on the structure or in the parking lot is subject to the prior approval of the City Engineer. Bulbs emitting in excess of 3,000 lumens shall be completely shielded. BUILDING FACADE. The Permittee agrees to construct all building faces with a combination of rock face, single score and burnished block in accordance with the Building Elevations prepared by Lampert Architects and dated August 14, 1997. FINANCIAL ASSISTANCE. The City shall be responsible to provide the £mancial assistance listed in Section 2.2 of the development agreement. The payment for the Site Improvements shall be made at the time a Certificate &Occupancy for the development property is issued. These payments will be made only if all property taxes, City fees and charges on the property are current.
