classification system, we expect the position to be most comparable to the Economic
Development Coordinator position, which is also in Class 10.

Because the City Administrator, Economic Development Coordinator and Community
Development Intern are all leaving in September, 1997, the City will realize some salary
savings from vacant positions. Staff is recommending that Council use this opportunity
to create the Community Development Assistant position immediately and use the City
Administrator salary savings to fund the position for the balance of 1997.

The addition of this full-time position does not eliminate the need for an intern with
landscape architecture training. It does eliminate the need for the second intern position
in Community Development (the one being vacated this month).

Staff recommendation:

a) Authorize creation of a Community Development Assistant position, effective
immediately;

b) Establish the beginning salary for the Community Development Assistant at
$24,925 annually;

c) Authorize staff to post the position and accept applications.

Reviewed by:

City Administrator
Administrative Services Manager
Finance Officer
City Engineer
Zoning Administrator

Also distributed to:

CC: 9/15/97
