That the applicant appeared before the Ramsey Planning Commission for a public hearing pursuant to Section 9.03.04 of the City Code on September 2, 1997, and that said public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated as a part of these findings by reference. That in conjunction with preliminary plat approval on June 24, 1997, the Ramsey City Council approved the Grading Plan for the Subject Property prepared by Passe Engineering, Inc., dated March 11, 1997, revision date July 22, 1997. That the approved Grading Plan requires the removal of approximately 120,000 yards of earth materi.al from the Subject Property. That City Code does not require a conditional use permit to grade soils when it is for compliance with a grading plan that has been approved as part of a subdivision plat, unless said plan requires exporting material from the site. That the Applicant has stated that the proposed haul route for incoming and outgoing trucks will be from T.H. #47. That no fill materials are proposed to be imported to the site. That no blasting will be employed in the grading activity. That the grading operation will increase the traffic to and from the subject property for a two year time frame. That the proposed use will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity of the use or to the public welfare. That the t3~:oposed use will not substantially adversely impair the use, enjoyment, or market value of any surrounding property. That the ~.r°posed use will not be hazardous or disturbing to existing or future neighboring 'rises. That the pi'~posed use wiI1 be a substantial improVement to property in the immediate vicinity and to the community as a whole. That the proposed use will be served adequately by public facilities and services such as highways and streets. That the proposed use will not create excessive additional requirements at public cost for public facilities and services, and it will not be detrimental to the economic welfare of the community.
