This permit is issued pursuant to Section 9.03.04 and 9.1.18 of the Ramsey City Code. The conditions of this permit are as follows: o This permit shall expire two years from the commencement of operations and the Permit Holder shall be responsible for providing the City with at least 48 hours advance notice of the date of commencement of operations. All grading operations shall be conducted in accordance with the grading plan, prepared by Passe Engineering, Inc., dated March 11, 1997, revision date July 22, 1997. The proposed area to be graded is roughly twenty-nine (29) acres in size. Excavation of the entire area shall be permitted. Continuation of grading shall require finished grade areas to be restored with six (6) inc.hes of topsoil, seed and disc anchored mulch. All equipment used for grading and hauling operations shall be maintained and operated in such a manner to minimize noise, dust, and vibrations adversely affecting surrounding properties. Ail equipment shall be kept in good repair. Failed equipment and rubbish shall be removed from the worksite regularly. The ingress and egress to the Subject Property shall be onto T.H. #47 at the location proposed for its intersection with 157th Lane N.W. The Permit Holder shall provide a 75 foot long gravel approach at the access point onto T.H. #47 to minimize the tracking of grading materials from the site onto the public roadway. Public haul roads beyond the Subject Property shall be limited to State and County roadways. The Permit Holder shall be responsible for obtaining and complying with any permits deemed necessary from Mn/DOT. In addition, the Permit Holder shall be responsible for removing.any spilled material from the public roads immediately upon direction to do so by the City Engineer. Failure to do so shall be cause for the City Engineer to order the necessary work to be done and billed to the Permit Holder. Ail worksites ~hall be properly safeguarded to prevent the general public from depositing garbage or other refuse on the worksite. Existing tree a~d groundcover shall be preserved to the extent feasible. Grading opera.'t!6ns shall be conducted in such a manner to minimize interference with the surface water d/~ainage outside the boundaries of the operation. Fencing may be ordered by the City Council or City Engineer anytime the permit is in force and shall be installed within 24 hours of written notice. All haul road~ to and from the Subject Property shall be maintained in order to minimize dust and in a condition satisfactory to the City Engineer. This work shall include application of water, bituminous mater/al, or calcium chloride to the road surface as may be necessary to alleviate dust nuisance and eliminate traffic hazards.
