Emissions from the melt furnace shall comply with <br />State and Federal regulations as they exist and may be modified from time to time during <br />the period of this CUP. The Permit Holder shall be responsible for providing the City <br />with copies of all inspection reports and/or test results performed at the site by any of the <br />regulatory agencies. These documents shall be made available to the City within thirty <br />(30) days of the inspection or testing date. <br /> <br />.Afterburner. The Permit Holder shall not use the melt furnaces for processing unless an <br />afterburner unit is installed and in operation on each melt furnace. <br /> <br />.Emergency Emissions Testing. If, in the opinion of th~ City Administrator or an <br />authorized representative, it is determined to conduct pollution tests during an officially <br />reported incident, the City may contract with an independent testing laboratory who shall <br />be permitted access to the facility to conduct tests as may be, prescribed by the City and <br />to evaluate conditions of the facility. The cost of such evaluation testing and reports shall <br />be borne by the Permit Holder and payment of such costs will be due within 30 days of <br />the invoice date. <br /> <br />.Corrective Actigns. The City may order the Permit Holder to undertake corrective <br />actions wii. l~in specific time frames based on test results or evaluation to remedy pollution <br />problems or nuisance complaints. If the Permit Holder fails to take corrective action <br />within specified time frames, it may be determined by the City Council to be a violation <br />of the CUP and cause for permit revocation. <br /> <br />Disassembly of Engines, Transmissigns, Other Feedstock. Disassembly of engines, <br />transmissions and other feedstock shall not be permitted on the site under this <br />Conditional Use Permit unless conducted wholly within a building in accord with State <br />and Federal requirements. Cutting of uncontaminated feedstock to fit the melt furnaces <br />shall be conducted wholly inside the building. <br /> <br />Liquid Wast.e/Hazardous Wastes. All liquid waste, waste solvents, cleansers, or <br />wastewater generated from the disassembly and cleaning of vehicle engines or <br />transmissions shall be collected and stored in a leakproof system in accordance with state <br />and federal regulations and then transported off site. Waste fluids shall be stored inside <br />the building in sturdy, leakproof storage containers or tanks in accord with MN Rules <br />'7045.0526 6r 7045.0528. The Permit Holder shall submit a copy of the original shipping <br />manifest and the ~ompleted manifest for hazardous waste quarterly to the City Zoning <br />Administrator. A copy of the application submittal for a Hazardous Waste Facility <br />Permit shall be submitted to the City concurrently with submittal to Anoka County and <br />MPCA. A copy of the final permit, if determined to be required, shall be transmitted to <br />the City within five days of receipt. <br /> <br />.Storage of Received Materials.
