Emissions from the melt furnace shall comply with State and Federal regulations as they exist and may be modified from time to time during the period of this CUP. The Permit Holder shall be responsible for providing the City with copies of all inspection reports and/or test results performed at the site by any of the regulatory agencies. These documents shall be made available to the City within thirty (30) days of the inspection or testing date. .Afterburner. The Permit Holder shall not use the melt furnaces for processing unless an afterburner unit is installed and in operation on each melt furnace. .Emergency Emissions Testing. If, in the opinion of th~ City Administrator or an authorized representative, it is determined to conduct pollution tests during an officially reported incident, the City may contract with an independent testing laboratory who shall be permitted access to the facility to conduct tests as may be, prescribed by the City and to evaluate conditions of the facility. The cost of such evaluation testing and reports shall be borne by the Permit Holder and payment of such costs will be due within 30 days of the invoice date. .Corrective Actigns. The City may order the Permit Holder to undertake corrective actions wii. l~in specific time frames based on test results or evaluation to remedy pollution problems or nuisance complaints. If the Permit Holder fails to take corrective action within specified time frames, it may be determined by the City Council to be a violation of the CUP and cause for permit revocation. Disassembly of Engines, Transmissigns, Other Feedstock. Disassembly of engines, transmissions and other feedstock shall not be permitted on the site under this Conditional Use Permit unless conducted wholly within a building in accord with State and Federal requirements. Cutting of uncontaminated feedstock to fit the melt furnaces shall be conducted wholly inside the building. Liquid Wast.e/Hazardous Wastes. All liquid waste, waste solvents, cleansers, or wastewater generated from the disassembly and cleaning of vehicle engines or transmissions shall be collected and stored in a leakproof system in accordance with state and federal regulations and then transported off site. Waste fluids shall be stored inside the building in sturdy, leakproof storage containers or tanks in accord with MN Rules '7045.0526 6r 7045.0528. The Permit Holder shall submit a copy of the original shipping manifest and the ~ompleted manifest for hazardous waste quarterly to the City Zoning Administrator. A copy of the application submittal for a Hazardous Waste Facility Permit shall be submitted to the City concurrently with submittal to Anoka County and MPCA. A copy of the final permit, if determined to be required, shall be transmitted to the City within five days of receipt. .Storage of Received Materials. Feedstock, Separated Materials, and Equipment, Exterior storage of materials either processed or unprocessed shall be screened from public view and is allowed only within the 30'x50' area on the south side of the northerly pr/ncipal structure as designated in pencil on the site plan submittal to the City Council on April I I I i I I I I I i !
