The Permit Holder shall limit his acceptance of metals to those which serve <br />as feedstock to the Aluminum processing operation and those incidental to the processing <br />operation. At no time does this CUP allow the Permit Holder to offer services for the <br />collection or drop off of scrap or waste metals which are not utilized as feedstock for the <br />on site processing operation (e.g., lead batteries, copper wire, white metals, etc.). <br /> <br />Oil ResiOu.e$ The Permit Holder shall store all feedstock material with oil or fluid <br />residues inside a building or within leakproof containers so as to minimize potential <br />stormwater runoff contamination. <br /> <br />Melt Furnace Fuels. The burning of off spec waste oil, transmission oils, or other waste <br />oils is prohibited for operation of the melt furnaces excepting petroleum derived used oil, <br />more specifically, industrial or automotive oil which does not contain: 1) any hazardous <br />waste listed in Minn. Rules part 7045.0135; 2) any wastes specified in Minn. Rules part <br />7045.0131 as hazardous for characteristics other than ignitability and lead content; or 3) <br />more than 0.5 percent halogens (elemental, excluding inorganic halogens). It must meet <br />the following specifications: <br /> <br />Gross Heating Value, BTU/Gal: <br />Flash point, °F: <br />Ash, % by Wt: <br />Lead, °A by Wt: <br />Sulfur, % by Wt: <br />PCB, ppm by Wt: <br />Halogens (elemental, excluding inorganic <br /> halogens) % by Wt: <br />Acidity, pHi <br /> <br /> 125,000 minimum <br /> 100 minimum <br />1.0 maximum <br /> 0.1 maximum (1000 ppm) <br /> 1.8 maximum <br /> 50 maximum <br /> <br />0.1 maximum (1000 ppm) <br />4.0 minimum to 10.0 maximum <br /> <br />Site Impro. vement$. All site improvements shall comply with City Codes. <br /> <br />Hazardous Waste Incineratigm No hazardous wastes, as defined by the U.S. <br />Environmental Protection Agency or Minnesota Pollution Control Agency (MPCA) shall <br />be burned at the facility. <br /> <br />Dross. All dross from the facility shall be removed from the site on a regular basis, shall <br />not be stockpiled in excess of 35 tons on the property, shall be stored in a leakproof <br />container and shall be.processed-by a lawful processor or deposited in a U.S. <br />Environmental Protection agency approved landfill. All dross residue shall be removed <br />from the site in a covered, contained load. <br /> <br />Dross Disposal. Prior to the date this permit becomes effective, Permit Holder shall <br />submit a copy of the written agreement or certification from .the designated dross <br />processing and/or disposal facility that said facility is willing to accept the dross. The <br />Permit Holder shall notify the City of any change in dross processing/disposal facilities <br />within 30 d~iys of such change. <br /> <br /> <br />
