The options for Council consideration appear to be: <br /> <br />1. Withdraw the offer in that it was contingent upon exempt employees developing a <br />workable proposal for performance-based pay. <br /> <br />2. In some fashion carry the money over to 1998. <br /> <br />3. Distribute the funds set aside for 1997 wages for exempt positions to exempt <br />employees in some fashion other than a formal performance-based pay plan. <br /> <br />The Council, in 1996, set aside this extra consideration for wages in the hopes that these <br />persons could build a reasonable system that perhaps could be negotiated into contracts <br />coveting other staff positions in the future. The Council made the funds available <br />contingent on staff developing a workable pay-for-performance system. The staff did not <br />develop a workable system. Therefore, in my opinion, it would not be appropriate to roll <br />the wages into some form of across the board wage increase. Further, it is my <br />understanding that the participants in this process understand that failure to produce a <br />plan amounts to forfeiting wage increases from the set aside funds. Hence, that leaves <br />only options #I or #2 above, the most positive of which would be the second.
