Holding tanks may be allowed only as <br />replacements for existing non-conforming urban service area <br />systems and only where it can conclusively be shown that a <br />standard or approved alternative system cannot be feasibly <br />installed, or where ho]cl~ng t~n1~s can be demonstrated to be more <br />economical than alternative systemm <br /> <br />Construction. A hold~ng t~nlr shall be constructed of the <br />same materials and by the same procedures as those <br />specified for watertight septic t~nks, except that there be no <br />outlet pipe. <br /> <br />Access. A clean out pipe of at least 6 inches diameter shall <br />extend to the ground sttrface and be provided with seals to <br />prevent odor ~nd to exclude insects and vermin. A manhole <br />of at least 20 inches in dimension shall extend to a point <br />witB~n.12 inches, but no closer than 6 inches, below finished <br />grade. The manhole cover shall be covered with at least 6 <br />inches of earth. <br /> <br />3. Depth of Bury. The t~n~ shall be protected against floatat~on <br /> under high water table conditions. <br /> <br />4. Capacity. For a dwelling, the size shall be 2,000 gallons or <br /> 400 gallons times the n-tuber of bedrooms, whichever is <br /> greatest. For permanent structures other than dwellings, <br /> the capacity shall be based on measured flow rates or <br /> es~mated flow rates. The t~n~ capacity shall be at ]east 5 <br /> t~mes the daily flow rate. <br /> <br />5. Locafiom Holding tanks shall be located: <br /> a) In an area readily accessible to the p~mp truck under <br /> all weather conditions; <br /> b) As specified for septic <br /> c) Where accidental spillage during pumping will not <br /> create a 'nuisance. <br /> <br />Water Meter. A water meter shall be required with all <br />holding t~n~rs to measure the flow to all plumbing fixtures <br />except the outside sillcocks. Readings sba/1 be submitted at <br />least quarterly to the p~mper and the council. Readings <br />shall be used to establish the ~mount of sewage pumped and <br />hauled. <br /> <br />Contract.
