I I I I I I I I I I I I I I I I I I I § 8.30 Upon completion of the ins~]lation or renovation of an on-site system the system owner or agent shall subnfit a description of the system as installed to the pl-rnbing ~n~pector. The descripfiion shall include site address, location and layout of the system on the site, type and design of system ~nCtalled, type of building served and the results of the site suitability ~alysis (percolation tests and/or soil borings). Sub& Z Exls~n~ S~m~ a. The pl-mbin~ inspector or his designated representative shall develop, or cause to be developed, a progra~n whereby existing systern~ are inspected to determine compliance. The inspection shall be done by the plumbinE inspector, his designated representative or the homeowner. If the homeowner does not choose to make his own inspection, then he may, by written request and payment of an inspection fee as deter~,,~ned by Oity Council resolution, request the pl-r~binE inspector to make the initial inspection. The inspection shall be conducted so as to cause nzim~m,m d~mage to the property. It shall be the duty of the owner or occupant of the property to ~ve the plumbing inspector or h~s designated representative free access to the property at reasonable t~rnes for the purpose of mml~ng all system inspections. b. The pl~r~bin~ inspector, or h~s designated representative or the homeowner shall inspect every individual waste disposal system v~ith~n the Oity of l~mrnsey every P.~ months to ensure continued compliance with this chapter. Duzin~ th~s routine inspec~on, the plumbinf inspector shall specifically determine the need for sludge and/or sc~r~ removal from septic tanks based on measurements of existinf conditions. Maximum allowable levels, determined as outlined in $8.80.08 Subd. ~c. Septage should be removed from the tan~ whenever the top of the sludfe layer is less thmn 1~ inches below the bottom of the outlet baffle or whenever the bottom of the sc~=r~ layer is less than 8 inches above the bottom of the outlet b~le. c. Scmn can be measured with a stick to which a weighted flap has been hinged or v~ith any devSce which can be used to detect the bottom of the sc-r~ mat. The stick is forced through the mat, the hin~ed flap falls into a horizontal posit~on, and the stick is raised until resistance from the bottom of the sc-r~ is felt. The smr~e device cmn be used to determine the distance to the septic tank outlet device. A long st~ck wrapped with rough absorbent material ~d lowered to the bottom wiI1 show the depth of sludge and the liquid depth. The stick must be lowered in such a tank location as to avoid ~nrepresentative readings that might be caused by interference from the sc~r~ layer. SubcL S. Approved Sysbems.
