I <br />I <br />! <br />I <br />i <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br /> <br />PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Personnel Committee conducted a regular meeting on Tuesday, October 14, 1997, <br />at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Tom Gamec <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen <br /> <br />Also Present: <br /> <br />Acting City Administrator Linda Waite Smith <br />Police Chief David Gustafson <br />Fire Chief Dean Kapler <br />Parks/Utilities Supervisor Mark Boos <br />AFSCME Business Agent Linda Cobb <br /> <br />CALL TO ORDER <br /> <br />Councilmember Beyer called the regular meeting of the Personnel Committee to order at 6:05 <br />p.m. <br /> <br />APPROVE AGENDA <br /> <br />Acting City Administrator Waite Smith asked to add Case #4: Recommend Fire Chief/Director <br />of Public Works Appointment. <br /> <br />Consensus of the Committee was to approve the agenda as amended. <br /> <br />COMMITTEE BUSINESS: <br /> <br />Case #1: Police Chief's Performance Appraisal <br /> <br />Police Chief Gustafson reviewed the list of expectations established by Council during his <br />appointment process, a. Updating the Police Department Policy Manual: That has been done. <br />b. Developing an initial reaction plan for the Police Department to respond to emergencies, in <br />conjunction with other responsible agencies: Chief Gustafson explained that he is looking <br />forward to working on this with Fire ChiefKapler. It will be about a 30 to 40 page guide and he <br />expects that the executive summary of same will be presented to the Council early in 1998. c. <br />Realigning work assignments in the Police Department to increase effectiveness: Chief <br />Gustafson pointed out that the workload has been shifted. There presently is one and one-half <br />investigator positions and it's working well. d. Devising a plan to strengthen community <br />oriented policing in Ramsey: He explained this is ongoing and mentioned Youth First as an <br />example plus scholarships and working with the senior citizens. Another area of community <br />policing will be more effort directed for the National Night Out, along with the Ramsey Women <br /> <br />Personnel Committee/October 14, 1997 <br /> page 1 of 3 <br /> <br /> <br />
