Developing a~ plan for regular communication between the <br />Police Chief and the Council and between the Police Chief and other City department heads: <br />Chief Gustafson explained that he hasn't really done anything about this, but that he will be <br />working on doing a better job of communication. He plans to improve the monthly Police report <br />to Council by having a potpourri of what's happening -not just statistics, f. Developing a plan <br />for the Police Department's continuing education and training: He reported on a plan for <br />continuing education and stated that the number of training hours has doubled. He expected to <br />have everything in process or completed by the first of the year, 1998. <br /> <br />No action necessary. <br /> <br />Case #2: Discuss Job Description for Public Safety Aide <br /> <br />Acting City Administrator Waite Smith presented a job description for a new position previously <br />called Community Service Officer, but because the position will not be equivalent to the <br />traditional CSO position, the title suggested is Public Safety Aide. The job description was <br />developed jointly by the Administrative Services Manager, Police Chief and Police Sergeant Jim <br />Way. The half-time position would begin after January 1, 1998. <br /> <br />The Committee expressed concerns about the job description not necessarily being consistent <br />with the knowledge and skills required and asked that the description be re-worded and brought <br />back to the November meeting. <br /> <br />Case #3: Receive Information on Exempt Salary History Compared to Union Salaries <br /> <br />Acting City Administrator Waite Smith presented a history of the comparisons of increases for <br />the exempt and non-exempt employees. <br /> <br />No action by the Committee. <br /> <br />Case #4: Recommend Fire Chief/Director of Public Works Appointment <br /> <br />Acting City Administrator Waite Smith stated that in response to staffing needs identified, <br />effective January 1, 1998, the Fire Chief position could be made full-time and that for the three <br />years after that, the Fire Chief assume responsibility for supervising the Public Works <br />Department which includes the Parks/Utilities and Streets. Council approved the creation of the <br />position on September 15, t997, and authorized staff to l~ost the position internally. One <br />application was received which was from the current Fire Chief Dean Kapler. He was <br />interviewed by an interviewing committee, which included three members of the Council, and <br />they are recommending the position to Mr. Kapler. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Beyer to recommend City Council <br />appoint Dean Kapler as Fire Chief/Director of Public Works, effective on or after January 1, <br />1998, at an annual salary of $51,000, and that Mr. Kapler serve a one-year probationary period in <br />his new position, with performance reviews at six and twelve months. <br /> <br />Personnel Committee/October 14, 1997 <br /> page 2 of 3 <br /> <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />i <br /> <br /> <br />
