If this proposal is <br />acceptable, it can simply be approved as an addendum to the Comprehensive PIanning contract by <br />resolution. <br />We understand that it will be HKGi's role to make an objective interpretation of the Charter Amendment <br />and evaluate its impact on affected vacant parcels within Ramsey's MUSA. It will be our intent to <br />document the results of the study in a written and graphic report that will serve as the basis for future <br />decisions by the City Council. <br />The workplan will include the following tasks: <br />1. <br />The development of an inventory of vacant parcels within Ramsey's MUSA including parcel size <br />and the size of adjoining lots and subdivisions. This will require the use of accurate County <br />parcel information. <br />2. <br />An interpretation of the Charter Amendment. <br />3. <br />Meetings with affected landowners and amendment advocates (four meetings estimated). The <br />purpose of these meetings will be to determine landowner and amendment advocate perceptions <br />of the interpretation and affect of the Charter Amendment. <br />4. <br />The application of the existing zoning ordinance and the new Charter Amendment to parcel <br />effected by the Amendment. This will be a subdivision design exercise using existing zoning and <br />the Charter Amendment as guides. <br />5. <br />The calculation of impacts, if any, between the application of the existing ordinance and the <br />Charter Amendment in terms of lot loss and other impacts.
