In granting an exception, the City Council <br />shall prescribe any conditions that it deems necessary to or <br />desirable for the protection oft he public interest. No exception <br />shall be granted unless the City council finds: <br /> <br />me <br /> <br />That there are special circumstances or conditions <br />affecting said property such that the strict application <br />of the provisions of this Moratorium Ordinance would <br />deprive the petitioner of the reasonable use of <br />petitioner's land. <br /> <br />That the exception is necessary for the preservation and <br />enjoyment of a substantial property right of the <br />petitioner. <br /> <br />That the granting of the exception will not be <br />detrimental to the public welfare or injurious to other <br />property in the area in which the property is situated. <br /> <br />That the proposed exception will be harmonious with and <br />in accordance with the specific objectives of the City's <br />existing Comprehensive Plan and will not adversely affect <br />the planning process for adoption of amendments to the <br />Comprehensive Plan above described. <br /> <br />That the proposed use/subdivision will be consistent with <br />the intent and purpose of this Ordinance. <br /> <br />SECT/ON ?.
