COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Request for a Conditional Use Permit to Construct an Accessory Building on <br />a Lot Prior to the Principal Building; Case of Judy Kuemper <br /> <br />Zoning Administrator Frolik reported that the City received an application from Elmer and Judy <br />Kuemper for a conditional use permit to construct an accessory building on a lot prior to there <br />being a principal building or dwelling on the property. The property is located on the south side <br />of 151st Avenue in the vicinity of Fluorine Street. City Code states that no accessory building <br />shall be constructed on a lot unless there is a principal building (i.e., home) on the lot. The <br />Kuempers would like to construct a pole barn on their property which consists of two lots of <br />record. <br /> <br />Councilmember Haas Steffen noted that one of the comments received from neighbors related to <br />an existing barn that has to be repaired or removed. She suggested there should be a timeline <br />written in the conditions. <br /> <br />Ms. Frolik stated that a final occupancy permit will not be issued until that building is repaired or <br />removed. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to adopt <br />Resolution #97-I 1-330 adopting Findings of Fact #0448 relating to Elmer and Judy Kuemper's <br />request for a conditional use permit. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Beahen, Beyer and <br />Haas Steffen. Voting No: None. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #97-11-331 approving the issuance of a conditional use permit based on Findings of <br />Fact #0448 and declaring terms of permit to construct an accessory structure prior to the <br />principal building on a parcel. To the first condition, add the following language: .... and the <br />certificate of occupancy will be withheld until all is complied with. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Case #lA: Report from Snowmobile Committee <br /> <br />Police Chief Gustafson reported that the Snowmobile Committee met on November 18, t997, <br />with 31 people in attendance (29 Ramsey residents, 1 Andover resident and 1 resident from <br />Burns). He presented the Committee with the 1996 and 1997 police reports dealing with <br />snowmobiles.
