App. 669, 2011 WL 1161725 (2011) <br />CONNECTICUT (04/05/11)—This case addressed the issues <br />of whether, under Connecticut statutory law, an unseated alter- <br />nate zoning board of appeals member can: (1) participate in the <br />public hearing; and/or (2) participate in the zoning board of ap- <br />peals' deliberations. <br />The Background/Facts: Marguerite Komondy ("Komondy") <br />owned a single-family home in the town. A fire destroyed Komon- <br />dy's home in March 2005. Thereafter, under 5 113B.5 of the town's <br />zoning regulations, she applied for and was granted a six-month use <br />permit to install a temporary mobile home on her property during <br />the reconstruction of her home.
