Councilmember Peterson stated he is not necessarily agreeing with the sign but that he would be <br />willing to discuss it and make a decision at a lager date. <br /> <br />Councilmember Beahen stated she would be comfortable with further discussion. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to approve the site <br />plan for Shorewood R.V. contingent upon compliance and that the roof-top projection be <br />discussed between the developer and staff and brought back to City Council and that the <br />Transportation Impact Fee be escrowed in an amount agreeable with the developer and staff. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer and <br />Zimmerman. Voting No: None. <br /> <br />Case #18: Request for Site Plan Review; Case of Lord of Life Church <br /> <br />Zoning Administrator Frolik stated that Lord of Life Church has applied for site plan approval for <br />the construction of an additional access and parking lot on their site at 14501 Nowthen Boulevard <br />NW. The site plan proposes to construct an additional access to the church from Nowthen <br />Boulevard. The new access would be located north of the existing access and act as an egress <br />only. The existing access would be converted to an ingress only. The Anoka County Highway <br />Department recommended removal of the existing residential driveway to a home located between <br />the existing and proposed accesses to Lord of Life. Lord of Life owns the subject home and the <br />site plan reflects removal of that driveway and rerouting traffic to and from the house to the Lord of <br />Life ingress and egress. The site plan also proposes the addition of 99 off-street parking spaces to <br />the site. The new driveway and parking area are proposed to be paved and curbed in accordance <br />with Code requirements with some minor exceptions. There will be an absence of concrete <br />curbing in certain areas of the north and south ends of the new parking lot to facilitate future <br />expansions to the north and south in accordance with the Traffic Engineering Study. The Planning <br />Commission reviewed the proposal and they and staff are recommending approval. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to approve site <br />plan approval to the access and off-street parking improvements at Lord of Life Church. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #19: <br /> <br />Development of Residential Waste Management of Minnesota, Inc. <br />Parcel <br /> <br />City Administrator Schroeder stated that several years ago, as part of the expansion of the land fill, <br />the City Council negotiated with Waste Management to acquire a ski hill or the 50 acres on the <br />north side of the land fill. City Council, in 1993, negotiated to acquire 100 acres. Of that 100 <br />acres, just under 80 acres are on the south side which has a deed restriction for park and public <br />use. The 21.7 acres on the north side, also owned now by the City, has no restrictions. A couple <br />years ago, staff came to see what we should do with that land. We got clear title to it in June, <br />1996. We came back with the question again. City Council tabled any decision at that time and <br />directed that it come back in October. Staffis requesting to market the 21,7 acres on the north side <br />of 153rd to provide park development money for the 80 acres on the south side of 153rd. We <br />would have the project bid. The Request for Proposals would state that it's residential land - single <br />family use - but also that we would consider creative use of the land. The reasons for that are as <br />follows: 1) Other than the Rum River Townhomes, Ramsey currently does not provide housing <br />choices other than single family (and one apartment building). 2) The housing adjacent to the <br />north has an average County estimated market value (1995) of $76,705 (structure average of <br />$62,900).
