CASE #1

STORM STAFFING
By: Dean Kapler, Fire Chief

Background:

During severe weather (mostly snow and/or ice storms), the response of firefighters to the fire
station can be greatly lengthened and, in some cases, practically impossible. I am proposing the
creation of"Storm Teams." In the event of a large storm that would drastically lengthen the time
for firefighters to respond to the station, the senior officer would make the call to staff the station
during the storm. Firefighters would report to the station and remain there until it is decided
conditions are such that response times would be back to normal.

The maximum number of firefighters required would be six; this number would assure a prompt
and fully-staffed first unit out. Estimated frequency is 0-3 times per year.

Issues to be determined would be (winter) snow removal for vehicle en route to the incident
scene. Ideas are to equip current Fire Department vehicle or use of Public Works equipment.

Recommendation:

Staff recommends adopting a response by the Fire Department to minimize response time during
severe weather.

Board Action:

Motion to adopt a response by the Fire Department to minimize response time during severe
weather. (Response would be limited to 4-6 firefighters.)

Reviewed by:

Fire Chief
City Administrator
Administrative Services Manager

FB: 08/19/97

/jmk
