Mr. Skirmer acknowledged he is no longer a resident of Ramsey as he has relocated to Coon Rapids. Commissioner Droegemueller inquired about when Commissioner Skinner's term expires, adding the position might wait until re-election. Mr. Boos responded that advertisement for a vacancy needs to be published no matter when the term expires and/or a reappointment would transpire. Motion by Commissioner lohns and seconded by Comm/ssioner Droegemueller authorizing staffto place an advertisement in the Ramse¥ Resident for Commissioner Skirmer's position on the Park & Recreation Planning Commission. Motion Carried. Voting Yes: Chairperson Cook, Commissioners Johns, Droegemueller, LaMere. Voting No: None. Absent: Asfakl, Ostrum, and Skkmer. Case g2: Mississippi National River and Recreation Area (MI'qKRA) Presentation. In 1988, the MNR.KA was established as a unit of the national park system. It was established by Congress to (1) protect, preserve, and enhance the significant values of the Mississippi River corridor through the Twin Cities metropolitan area, (2) encourage coordination of federal, state, and local programs, and O) provide a manag~ent framework to assist the state of Mirmesota and units of local government in the development and implementation of integrated resource management programs and to ensure orderly public and private development in the area. With a MNRRA Comprehensive Management Plan in place as of 1995, the next step probably of the most interest to Ramsey would be appropriate of funds by Congress to aid in the construction of trails and related facilities within the 54,000 acre corridor. Park Service planner and landscape architect, Susan Overson presented examples staffofthe National Park Services (N-PS) have formulated. She also addressed questions Commission members posed. Ms. Overson provided a visual simulation of proposed trail/open space corridor through the Twin Cities Mississippi River Corridor. The simulation is available as a tool to present poss~le trail scenarios and design treatments and to local and county Planning, Park and Recreation DMsions for trails and open space planning. There are two levels of compliance rehted to the MNNIL& Tier One refers to the State Critical Area Plan, The/SIPS is providing funding to help address issues related with completion of critical area plans in individual commmities. Tier Two is strictly voluntary and provides opportunities to consider and/or update land plan incentives which are potentially available for participants. Deadlines for submission of MNtG~ funding applications have been extended. A publication of guidelines entitled, "A Local Government's Guide to Conformance with the MNRRA Comprehensive Management Plan" is available to commurdties.
