81/82/1997 16:32 6124219511 EXECUTIUE CENTER PAGE 08

Commissioner Droegemueller stated he was impressed with the mount of morales allotted to start
up the development of Alp[ne Park (between $335,000 and $450,00 in addition to $40,000 budgeted
from the Landfill Trust fund interest earnings). As well, he expressed appreciation for the attempt
to create a park with nature areas. Chairperson Cook concurred and commended Council for its
e/tons.

Motion by Commissioner Johns and seconded by Commissioner La_Mere to suppor~ action for the
beginning of the sale proceedings of the land.

Motion Carried. Voting Yes: Chairperson Cook, Commissioners John% LaMere, and
Droegemueller. Voting No: None. Absent: Asfahl, Ostmm, and Skinner.

Anoka County Parks Activity

Mr. Boos referred Commission members to the letter dated November 22, 1996, from John
VonDeLinde, Director of the Anoka County Parks and Recreation.

Lawful Gambling

Mr. Boos encouraged residents to apply for funds associated w/th lawful gambling.

Chairperson Cook talked about monies available which are put aside from lawful gambling (i.e. pull
tabs). The amount of monies put aside is $3,000 per year. Matcking funds are available for service
projects and $7.00 per hour is paid to each volunteer co make up a portion of funding. Anyone who
is interested can pick up an information/application packet from City Hall. Questions can be directed
to Commission members.

Commissioner LaMere inquired whether organizations have to be located within P,.amsey. Mr. Boos
responded the service organization must primarily benefit children's/youth efforts, tie added ch/Id
volunteer labor is also reimbursed/credited at $7,00 per hour as well.

Summary of Development Activity for 1996

Prospective Purchase of Propen'y from City Resident

The City Administrator informed Commission members a property owner has offered his 46-acre
parcel for sale to the City, The parcel is located on the south side of H/ghway #10 bordering the
county park. There is no real perceived benefit to the park system at this time, Instead, Jt might be
more advantageous to pursue development of a couple of parks west of Ramsey Boulevard and then
proceed with a land purchase. Additional factors are the significant amount of money needed to
purchase hhe land (it would be difficult to obtain monies to do so), and it would be some time before
development of the land parcel could proceed.

Park and Recreation Commission/December 12, 1996
Page 8 of 9
