We offer the following comments: <br /> <br />General: The proposed plat consists of approximately 60 acres to be developed with <br />municipal water and sanitary sewer and subdivided into approximately I47 single family <br />lots. <br /> <br />_Zoning: The property was officially brought into the Metropolitan Urban Service Area <br />(MUSA) in 1995 and as such the zoning automatically converted from R-I Rural <br />Residential to R-1 Urban Residential. <br /> <br />Lot Size7 and Dimensions: The preliminary plat for the subject property will have to verify <br />that all of the lots meet the minimum area and dimensional requirements. The minimum lot <br />width in the R-1 Urban Residential District is 80 feet, or 90 feet on comer lots, and the <br />minimum lot area is 10,800 square feet. <br /> <br />Access to Plat: Access to the plat is a significant issue. The addidon of 147 single family <br />lots will add 1,470 daily vehicle trips to the neighborhood. This traffic will be handled by <br />T.H. g47 and C.S.A.H. #5. However, 157th Lane, 158th Lane and Radium Street in Hall <br />Dover Estates and Sodium Street, 160th Lane, and the T.H. #47 frontage road would also <br />see increases in traffic. The degree of increase on each of these streets should be identified. <br />The City's comprehensive plan includes a corridor study for T.H. #47. This study <br />recommends limited access to T.H. #47, and calls for no new additional access points onto <br />T.H. #47. Traffic from this subdivision is recommended to access T.H. #47 from <br />connections to either or both 156th Lane and 160th Lane. A temporary access from the <br />subdivision is proposed onto T.H. #47 at a point roughly halfway between these two <br />points. Eventually, the access would be eliminated and be converted to use as an additional <br />lot. The temporary nature of this access should be discussed further with input from <br />Mn/DOT. <br /> <br />Transportation Imp.acts: On November 20, 1995, the Ramsey City Council 'approved the <br />establishment of a Transportation Impact Fee at a rate of $500.00 per lot. The <br />.transportation impact fee collected on Apple Ridge would be utilized to address <br />zmprovements along T.H. #47. <br /> <br />Wetlands: Portions of the plat include wetlands. All wetlands should be identified and <br />protected with drainage and utility easements. <br /> <br /> <br />
