Case #3 <br /> <br />RECOMMEND PARK DEDICATION FOR SUNFISH POND <br /> By: Parks/Utilities Supervisor Mark Boos <br /> <br />Background: <br /> <br />At the Commission's regular meeting in January, 1997, Mr. John Lamoureux's sketch plan for a <br />townhome development was reviewed. The consensus at that time was that park dedication should <br />be satisfied by a cash payment of $875 per unit to the Sunfish Lake Recreation District. In <br />addition, the Commission felt that the developer should provide a tot lot of an appropriate size to <br />provide recreation for the children of the 81-unit development. For instance, any unit having more <br />than one bedroom could be assumed to have children, and therefore, a figure of 1.2 multiplied by <br />the number of bedrooms (over the first one) could provide an estimate of the number of children <br />present any time. Older children will certainly gravitate to larger recreation destinations such as <br />Emerald Pond Park which is 1/2 mile away. The aforementioned private playground would not be <br />park dedication eligible. Another issue discussed was the construction of a pedestrian way at the <br />southwest portion of the development to provide access for the townhome residents to Casey's <br />General Store and the path along Sunfish Lake Boulevard (County Road #57) and County Road <br />#116. <br /> <br />Observations: <br /> <br />Earlier this month, the Planning Commission recommended City. Council approval of the <br />preliminary plat and site plan. Staff recommends a discussion with the developer (who is expected <br />to be present) relative to the tot lot. Staff also recommends a private connection to the City's paved <br />path along County Road #57 and park dedication being satisfied by a cash payment of $70,875 <br />($875 x 81 dwelling units) to be deposited into the Sunfish Lake Recreation District. <br /> <br />Commission Action: <br /> <br />Motion to recommend City Council require $70,875 in park dedication and that the developer <br />provide for a private tot lot and connection to the City's County Road #57 trail. <br /> <br />Reviewed by: <br /> <br />Parks/Utilities Supervisor <br /> <br />PR: 3/13/97 <br />/jmk <br /> <br /> <br />
