Land Company <br />2191 Silver Lake Road <br />New Brighton, Mn 55112 <br /> <br />Re: Preliminary Plat Review; Alpine Estates <br /> <br />Dear Mr. Lurid: <br /> <br />We have received the proposed preliminary plat for Alpine Estates which consists of one (1) sheet <br />prepared by E.G. Rud & Sons, Inc., and is dated February 5, 1997. We are also in receipt of a <br />Preliminary Utility Plan dated February 10, 1997 prepared by Charles W. Plowe Consulting <br />Engineer and a Preliminary Grading Plan dated February 3, 1997 prepared by E.G. Rud & Sons, <br />Inc. We offer the following comments: <br /> <br />General; The proposed plat consists of approximately 21 acres to be developed with <br />municipal water and sanitary sewer and subdivided into single family lots. The subject <br />property was acquired by the City as part of the landfill closure agreement with Waste <br />Management of Minnesota, Inc. Through a bid process, the land has been sold to K.C. <br />Land Company for development. It is noted that the entirety of Outlot A, Alpine Addition <br />was sold to K.C. and the final plat for Alpine Estates should include all of that area, <br />including the excess property east of the east boundary of the plat. This excess land from <br />Outlot A, Alpine Addition, that is not going to be platted into lots and will be deeded back <br />to the City, should be assigned a new outlot designation on the final plat. It is Staff's <br />understanding that the purchase agreement also requires K.C. Land Company to deed the <br />outlot on the western end of the plat back to the City. <br /> <br />Zoning: The property is currently zoned R-1 Urban Residential for which single family <br />urban residential lots are a permitted use. <br /> <br />Plat Density: A general rule of thumb for calculating number of lots eligible in the urban <br />district is 3 lots per acre including streets. If you consider the entire developable area in <br />this plat it would be eligible for approximately 54 lots. In response to concerns raised by <br />the owners of rural residential lots adjacent to the parcel, the property was sold by the City <br />on the condition that a maximum of 38 lots would be developed on the property, with a <br />maximum of 17 of those lots being platted along the north property line. The proposed <br />preliminary plat is in compliance with this condition. <br /> <br />Access to Pla.t: The plat will be served by two accesses from 153rd Avenue N.W. None <br />of the lots will have direct access onto 153rd. City Staff will be reviewing the sight <br />distances at the entrances to 153rd. A lowering of the speed limit on 153rd may be <br />warranted because of the additional traffic generated as a result of the development. <br /> <br /> <br />
