Preliminary Plat Review Letter <br />Page 2 of 3 <br />February 27, 1997 <br /> <br />o <br /> <br />10. <br /> <br />.$1,eers: The lots are proposed to receive public access from 3 cul-de-sacs extending from <br />the two entrances off of 153rd Avenue N.W. This configuration is acceptable to the City <br />and appropriate street rimes designations between 153rd Avenue and 153rd Lane is being <br />researched by City Staff. <br /> <br />Transportation Impacts: On November 20, 1995, the Ramsey City Council approved the <br />establishment of a Transportation Impact Fee. That fee has been set at $500.00 per lot; a <br />minimum of 50% of that fee must be paid prior to recording the plat and the balance may be <br />deferred as an additional line item on each bulding permit issued in the plat. It is anticipated <br />that this impact fee will be utilized to offset the costs of signalization of the intersection of <br />County Road #116 and County Road #57, and improvements along the T.H. #47 corridor <br />from 153rd to County Road #116. <br /> <br />LOt Sizes and Dimensions: The minimum lot size in the urban district is 10,800 square feet <br />and the minimum lot width is 80 feet (90 feet on corners). Ail of the lots exceed these <br />minimum requirements. The average lot width on those 17 lots that abut the existing rural <br />lots is 121.4 feet; the width of the rural lots is 135 feet. The average lot size is 14,759 <br />square feet. The house pads and text on the preliminary plat sheet should be amended to <br />reflect a 6 foot, rather than 5 foot, setback on the garage side of the property. It is Staffs <br />understanding that a 5 foot reduction in the 35 foot front yard setback on Lots 11, 20 and <br />35 was agreed to in the sale of the land in order that the sight line for the respective homes <br />would be consistent with the homes on the straight-away. <br /> <br />Wetlands: Wetland 657W is located east of the proposed housing on the remaining remant <br />of Outlot B, Alpine Addition. Stormwater from the eastern portion of the development will <br />be discharged into Wetland 657W prior to receiving water quality treatment in a pond to be <br />constructed on the outlot adjacent to the wetland. This wetland will be protected with silt <br />fence during construction. Another small wetland is identified on Outlot A of the proposed <br />development. Areas adjacent to this wetland will be excavated up to four feet to enlarge the <br />ponding area available for storm water storage. A wetland delineation of this area is <br />required to be submitted to the Lower Rum River Water Management Organization to <br />ensure compliance with the Wetland Conservation Act. <br /> <br />Drainage: A grading plan has been prepared by E.G. Rud & Sons, Inc. and is dated <br />February 3, 1997. In addition, this plan identifies storm sewer. A preliminary utility plan <br />has been prepared by Charles W. Plowe, Consulting Engineer, and is dated February I0, <br />1997. This February 10, 1997 drainage plan is acceptable as it adequately addresses <br />drainage from the subject development and also adequately provides drainage from <br />property to the north. <br /> <br />Landscape.Plan; A Landscape Plan has been submitted that was prepared by Brubaker <br />Landscape Designs and is dated February 4, 1997. The text on this sheet should also be <br />corrected to reflect a 6 foot rather than a 5 foot setback on the garage side of the property. <br />Because this area is mostly Pine trees, the developer will be required to submit a tree <br />disposal plan for City Staff approval to ensure that the disposal methods will not create a <br />breeding ground for the pine bark beetle. City Staff is also requiring that the Landscape <br />Plan be. modified to include the size of the plantings to be established and recommending <br />that the 15 Betula Platyphylla be replaced with Betula Pendula. <br /> <br /> <br />
