<br /> The capability of TAPS has grown to include all development
<br />reviews. Perhaps the most important improvement, however, has been
<br />the ability to share information among different municipal
<br />departments, which can simultaneously review and revise applications.
<br />Houston's Planning and Development Department now reviews
<br />submittals along with the Department of Public Works and
<br />Engineering, the Harris County Flood Control District, and other

<br /> The author of this engaging, well-illustrated little tome says it
<br />is not about zoning. Basically, it is not. But that does not mean
<br />that it contains no lessons for zoners, for it does, especially on the
<br />difficult subject of not allowing zoning to stifle the indigenous
<br />creativity that can make urban neighborhoods havens of
<br />spontaneity and, well, fun. This is not a book about maps and
<br />the big picture, but about the way we design the nooks and
<br />crannies that bring the city to life and spur social interaction--
<br />whether through sidewalk cafes or park benches or a hundred
<br />other minor amenities that add up to a higher quality of life.
