It is anticipated that the MPCA will assume responsibility of <br />the facility sometime in 1997. Waste Management request that upon the renewal of this <br />permit, that the City of Ramsey allows it to be assigned to the MPCA. <br /> <br />Annual Review - City of Ramsey. <br /> <br />On-Site Inspection - Waste Management has and will continue to allow the City of' <br />Ramsey the right to inspect the facilities and documents associated with the groundwater <br />pump-out and treatment system. <br /> <br />Indemnity - Waste Management shall continue to indemnify the City of Ramsey for all <br />actions associated with the groundwater pump-out and treatment system through its <br />operation and maintenance, up to the date on which the MPCA assumes responsibility. <br /> <br />Do¢ument_s and Maps - Waste Management submits copy's of all NPDES permit <br />monitoring to the City of Ramsey on a quarterly basis. A copy of the Annual report is also <br />submitted tot he City of Ramsey. The Annual report summarizes all monitoring, <br />operation, and maintenance activities at the Anoka Regional Sanitary Landfill including the <br />groundwater pump-out and treatment system. Waste Management will continue to submit <br />this information until the MPCA assumes all responsibility for the site. <br /> <br />Screening - Waste Management submitted a screening plan to the City of Ramsey as <br />required in the original CUP and has fulfilled all obligations in the plan. <br /> <br />Odor, Noise, Nuisance Control - Waste Management has been in compliance with this <br />condition since the issuance of the permit. <br /> <br />Discharge tp City Storm Sewer - Waste Management has reviewed this condition and <br />agrees to the terms. NPDES monitoring reports are submitted quarterly to the City as <br />stated in item 14. The City also has the right to examine this documents as stated in <br />condition 12 of the CUP. <br /> <br />Monitoring. Repons - The Annual Report submitted to the City as stated in item 14 <br />contains an evaluation of the effectiveness of the groundwater pump-out and treatment <br />system and a trend analysis of the cleanup progress. <br /> <br />Water Qu0[ity Samples and Testing - Waste Management has reviewed this condition and <br />agrees to the terms <br /> <br /> <br />
