We should work with these <br />groups rather than working against them. <br /> <br />Case gg: Adopt Interim Ordinance Temporarily Prohibiting Construction of <br /> New Towers <br /> <br />Zoning Administrator Frolik explained that Council introduced an ordinance adopting a 180-day <br />moratorium on the construction of new towers in the City. That ordinance is being presented for <br />formal adoption. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to adopt Ordinance <br />g96-20 to establish a 180-day moratorium on construction, enlargement, or expansion of towers <br />within the City and on the development and use of this property for such purposes. <br /> <br />A roll call vote was performed by the Recording Secretary. <br /> <br />Councilmember Beahen aye <br />Councilmember Beyer aye <br />Councilmember Peterson aye <br />Councilmember Zimmerman aye <br />Mayor Hardin aye <br /> <br />Motion carried. <br /> <br />Case #10: Report from Road and Bridge Committee <br /> <br />1) Well Head Protection Joint Powers Agreement <br /> <br />City Engineer Jankowski explained that the Road and Bridge Committee discussed entering into a <br />joint powers agreement with Anoka County so communities in Anoka County can have a well head <br />protection plan done jointly. If this plan was done individually, it would cost $20,000 plus. If it is <br />done jointly, we anticipate our share to be less than 5% of $100,000. This would be done in a <br />couple of phases. We could opt out of the agreement at the end of Phase I. The Road and Bridge <br />Committee recommended adoption of the resolution entering into this agreement. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to adopt <br />Resolution g96-11-333 entering into a joint powers agreement with Anoka County to investigate <br />the cost of performing a county-wide well head protection study. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen and <br />Peterson. Voting No: None. <br /> <br />2) Revise T.H. #47 Local Initiative Project Application <br /> <br />Mr. Jankowski reported that the Road and Bridge Committee reviewed the T.H. #47 Local <br />Initiative Project application. The City submitted an application for signalization of the <br />intersections of#47 and 142nd and #47 and C.R. #5. We estimate that with costs divided among <br />the agencies, it would be about $1 million in excess for MnDOT. A project that MnDOT would <br />consider would cost them $500,000 maximum. We proposed to divide the project so it only <br />includes the signalization of C.R. #5. The Road and Bridge Committee recommended we amend <br />the proposal to propose that the City would undertake a second companion project (142nd) along <br />with that but the cost would be borne with TIF or MSA funds by the City.
