Motion by Mayor Hardin and seconded by Councilmember Peterson to adopt Resolution #96-11-325 <br />petitioning the Commissioner of Transportation to perform an engineering investigation for the <br />purpose of determining the appropriate speed limits on Sunwood Drive. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson. Voting No: <br />None. Absent: CouncilmemberZimmerman. <br /> <br />2) <br /> <br />Approve Mn/DOT Preliminary Plans for Trunk l~ighway #47 Work Scheduled for <br />1999 <br /> <br />City Engineer Jankowski stated that Mn/DOT has scheduled the proposed work on Highway 47 for <br />1999. A public informational meeting was held to review the project. The work mainly entails a <br />bypass and turn lanes at intersections along Highway 47. The exception is 152nd Street which will <br />ultimately be phased out as an intersection. The entire road will have an overlay with culvert <br />replacements and two bridge replacements. The state has requested the City to pass the proposed <br />resolution. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to adopt Resolution #96- <br />11-326 approving preliminary plans for the 1999 Trunk Highway g47 work. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson. Voting No: <br />None. Absent: Councilmember Zimmerman. <br /> <br />3) Update on T.It. #47 Local Initiative Project <br /> <br />City Engineer Jankowski reported that on October 7, 1996, an application for a project on T.H. 47 <br />was submitted to Mn/DOT for consideration under the Local Projects Initiative Program. The project <br />consists of signalization of the intersections at C.S.A.H. #5 and 142nd Avenue with T.H. g47; the <br />realignment of C.S.A.H. #5; and the installation of a four-lane section between C.S.A.H. #5 and <br />142nd Avenue. He has had preliminary discussions with Mn/DOT representatives who have indicated <br />that the maximum Mn/DOT contribution for this project will likely be $500,000. The City was <br />anticipating a contribution of over $1 million. After talking to the City consultant, he agrees that the <br />logical course of action would be to segment the project. Mn/DOT would look more favorably on <br />the project if the City selected intersections along County Road #5. <br /> <br />Mayor Hardin asked if the pool of funding is the same as last year. <br /> <br />City Engineer Jankowski answered, yes, and added that it would not take a lot of time to make the <br />necessary revisions. If the City were successful in obtaining funding for County Road #5 <br />intersections, it is possible that off-system funds could be used for I42nd Street simultaneously, but <br />the City would be spending City funds on a state highway. <br /> <br />Mayor Hardin stated that the improvements are needed, and he agreed that County Road #5 is a <br />priority. If the entire project cannot be approved, he would like to see it move forward with the <br />County Road #5 intersections and work on 142nd separately or with other funding. <br /> <br />City Council/November 12, 1996 <br /> Page 13 of 15 <br /> <br /> <br />
