November 6, 1997 <br /> <br />Mr. Jan Olson <br />County Engineer <br />1440 Bunker Lake Boulevard NW <br />Andover, MN 55304 <br /> <br />Re: County Road #116 Extension <br /> <br />Dear Mr. Olson: <br /> <br />Since my letter of September 14th advising you of the City's interest in facilitating the extension of <br />County Road #116, the City has passed the enclosed resolution which authorizes certain actions <br />involving the acquisition of the land necessary for extending C.R. #116 between C.R. #56 and C.R. <br />#83. This acquisition also includes a ~,~,-r.. acre parcel of land in proximity to the alignment, which <br />will facilitate both wetland mitigation and borrow material, which may be necessary for the project. <br /> <br />The Council has further directed that negotiations-take place with the property owners prior to <br />commencement of the condemnation action. The City has retained Herman Appraisal to provide an <br />opinion on the value of the property. The appraisal must therefore be completed before meaningful <br />negotiations can take place. We would anticipate this to occur during the month of January 1998. If a <br />negotiated agreement cannot be reached at that time, eminent domain action would be taken at the <br />February 10 Council meeting and access to the property Would be available by mid-May 1998. <br /> <br />It is my understanding that the City Council desires to see t~:is project constructed sooner than the <br />scheduled FY 2002, as projected in the County's current Five Year Highway Improvement Plan, <br />possibly as early as the 1998 construction season.
