CASE # 2.-

UPDATE OF IMPROVEMENT PROJECT #97-25
(EXTENSION OF C.R. #116)
By: Steve Jankowski, City Engineer

Background:

On September 23, 1997, the City Council passed a resolution authorizing the acquisition of
property for the extension of C.R. #116 between C.R. #56 and C.R. #83. This resolution is
attached along with a right-of-way exhibit illustrating the acquisition. It is Staff's understanding
that the City would like to accelerate this project from its schedule of FY 2002, as currently
projected in the County Five-Year Highway Improvement Plan. Attached is a draft letter to be
sent to Anoka County advising of the City's desires to advance the project. The letter invites a
discussion on developing an agreement to advance funds by the City for the project with
subsequent repayment by the County.

Also, it is important to note that it is County policy to require local municipalities to obtain right-
of-way for new county roads such as this one. A funding source for the purchase of property
must be identified and available by May 1998 if construction is to start at that time. The City
does own the northerly 90-foot strip of land along the Northwest Quarter of Section 28 which
could be swapped for the desired right-of-way, and a preliminary discussion with the land owner
indicates that a land trade is an acceptable concept. However, the land to be acquired exceeds the
amount of City land available. See attached table.

Committee Action:

Motion to identify funding source for land acquisition and authorize letter to be sent to Anoka
County.

Reviewed by:

City Engineer
Acting City Administrator
City Attorney
Finance Officer

RB: 11/18/97

Sl~ared/Engineer/97-25/l 16updat.doc
