CASE <br /> <br />UPDATE ON T.H. #47 PROJECTS <br />By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />Beginning in fall 1995, the City began an active role in the planning and development of T.H. <br />#47 with the preparation of a corridor plan which was finally adopted on August 13, 1996. The <br />City initiated implementation of the plan by pursuing a Local Initiative project to improve the <br />segment of T.H. #47 between 142nd Avenue and C.S.A.H. #5. The grant application for said <br />local initiative project was submitted in November 1996. In February 1997, it was announced <br />that the City application was deemed successful contingent upon resolving some access issues. <br /> <br />On July 22, 1997, the Council directed that a grant application for a project having a larger <br />scope, from 142nd Avenue to 153rd Avenue, be submitted under the Federal Surface <br />Transportation Program (STP). This application was submitted on July 28, 1997. It is Staff's <br />understanding that the selection committee will be recommending the T.H. #47 project to a <br />committee comprised of Metropolitan Council and Transportation Advisory Board (TAB) <br />members which has final authority for determining successful projects. This committee is <br />expected to meet and make the final announcements in December. The purpose of this case is to <br />review the elements and status of our current local initiative project as well as the potential STP <br />project. Jim Dvorak from SRF, Inc. will be present to review the plans developed to date and <br />advise of the most current developments. <br /> <br />Project Scope: <br /> <br />The Local Initiative Project includes improving a 0.3 mile segment of T.H. #47 from 142nd <br />Avenue north to the relocated position of C.S.A.H. #5. The project includes full turn lanes at <br />142nd Avenue and C.S.A.H. #5/Xkimo and signalization of these two intersections. The project <br />must be let by June 30, 1998, or funding may be lost. Construction would be initiated in the fall, <br />1998 and completed during the spring, 1999. <br /> <br />The Federal Surface Transportation Program (STP) Project proposes improving a 1.5 mile <br />section of T.H. #47 between 142nd Avenue to 153rd Avenue with a similar section as proposed <br />for the Local Initiative Project. This project includes signalizing four major intersections at <br />142nd, C.S.A.H. #5/Xkimo, 149th Avenue and 153rd Avenue. This project would also complete <br />a trail on the east side of the roadway. It will be necessary to acquire additional right-of-way on <br />both sides of the highway, and 12 residential homesteads would need to be taken and relocated. <br />A summary of the property to be acquired is attached. The project has been scheduled for federal <br />fiscal year 2001, which begins on October I, 2000. SRF has prepared the attached schedule <br />which utilizes this date as the critical project date. This schedule could be stretched out if certain <br />elements were desired to be undertaken earlier, but could not be compressed much further. The <br />consultant has spoken with MnDOT about accelerating the project to an earlier fiscal year, and <br />indications are that this is quite likely. It may be desirable to accelerate the project to 1999 when <br />MnDOT is schedule to detour T.H. #47 for major overlay and culvert work. <br /> <br /> <br />
