Costs: <br /> <br />The costs of both the Local Initiative Project and the STP Project are attached. The Local <br />Initiative Project was given a lump sum $432,000 contribution by MnDOT, with the City <br />picking up the remaining costs other than Anoka County share. Anoka County has budgeted <br />$250,000 for 1998 to cover its costs associated with relocating and signalizing C.S.A.H. #5. The <br />City has proposed using TIF funds for its share of the Local Initiative Project. <br /> <br />The STP Project is a federal funded program which 80% of the construction costs is covered by <br />federal moneys. The remaining 20% of the construction costs and all engineering, development, <br />and right-of-way acquisition costs would be borne by the City as the lead agency. Funding for <br />the STP program could come from T1F funds or MSA off-system funds. Additionally, in 1999 <br />an overlay project for T.H. #47 is being proposed by MnDOT to extend from C.S.A.H. #5 to the <br />northern city limits. Staff is inquiring whether some of those dollars could be applied to the STP <br />project costs. Also, the question may arise with MnDOT as to whether the $432,000 earmarked <br />for the Local Initiative Project could be allocated to the STP project since the Local Initiative <br />Project is entirely inclusive of the project limits of the STP project <br /> <br />Access Rights: <br /> <br />MnDOT has requested the City to obtain rights-of-access on the Local Initiative Project. The <br />submittals for the STP project application include the access management recommendations <br />from the T.H. #47 corridor which propose closing 20 of the 25 access locations within the project <br />limits. Over half of these accesses will disappear with the acquisition of right-of-way. <br />Remaining existing accesses are proposed to be relocated to future City streets when they are <br />constructed. In addition, there is also the issue of access rights to present undeveloped property. <br />MnDOT has requested the City to obtain rights of access on the Local Initiative Project (see item <br />3 of letter from Mr. Kevin Hoglund dated March 21, 1997), and it is foreseeable that access <br />control will be an issue with the STP Project as well. This issue should be pursued to determine <br />the extent to which rights of access will be desired by MnDOT and the extent with which they <br />may negotiate. <br /> <br />Consideration of Pursuing Local Initiative Project: <br /> <br />Currently, Anoka County has $250,000 budgeted for the relocation of C.S.A.H. //5 in <br />conjunction with the Local Initiative Project scheduled for 1998. If this project is delayed until <br />the year 2001 when construction starts, this funding might be jeopardized. It may be worth <br />considering pursuing a portion of the Local Initiative Project as scheduled in 1998. This could <br />also mean capturing the $432,000 lump sum contribution proposed by MnDOT. MnDOT's <br />commitment was contingent upon the City constructing the second half of the project without <br />MnDOT assistance, but since this project would be constructed within a year or two, they may be <br />open to this proposal. <br /> <br /> <br />
