O206-50 <br />TH 47 and CSAH 5 <br />Preliminary Layout Comments <br /> <br />Dear Mr. Jankowski: <br /> <br />The layout submitted for the reconstruction of TH 47 through the City of Ramsey has been reviewed by <br />the Metro Division Layout Review Committee.' The colored layout enclosed with this letter incorporates <br />the City's desires as well as Mn/DOT's desires and requirements into a layout that will hopefully benefit <br />all parties, The following is a summary of comments and decisions that were made regarding the layout: <br /> <br />The median at 142nd Ave. NW will remain open as the City's layout showed. This is required to <br />provide access to the businesses south of 142nd and east of TH 47 and prevent traffic from using <br />the parking lot as a roadway. Mn/DOT will not allow a traffic signal to be installed at this <br />intersection until warrants are met and the signal is justified. <br /> <br />The free right from EB CSAH 5 to SB TH 47 must be modified as shown on the layout. Refer to <br />Figure 5-2,04D of the new Mn/DOT Road Design Manual. See enclosed page. This will prevent <br />traffic from taking this corner too fast and will require traffic to yield to SB TH 47 traffic. <br /> <br />The intersection at TH 47 and CSAH 5 is currently a T. Mn/DOT will allow the 4th leg to be <br />constructed and a signal system to be installed only if access control is deeded over to the State <br />from the property owners on the east and west sides of TH 47 as shown on the layout. If the <br />access control is not granted, the City street will remain a cul-de-sac and the TH 47 and CSAH 5 <br />intersection will remain a T with improved channelization and a signal system. <br /> <br />The left turn lane from NB TH 47 to WB CSAH 5 will be extended to approximately 600' as <br />shown on the layout. Mn/DOT feels that as long as a wide median is required, the turn lanes <br />should be extended to provide additional storage. It is also anticipated that a large portion of the <br />traffic going through this intersection will be utilizing this turn lane. Storage is a factor today and <br />will be a bigger factor in the future. The left turn lane from SB TH 47 to EB 142nd will increase <br />to approximately 500'. <br /> <br />An equal opportunity employer <br /> <br /> <br />
