be available at the meeting. The costs will not include the right-of-access costs. The
disadvantages of this option would be increased inconvenience to the public caused by two
separate construction projects, higher unit prices on the smaller project, additional mobilization
costs, some cutting and patching between projects, and more overhead and management costs
due to the extra construction project.

Committee Action:

If the Committee decides that the Local Initiative project should be pursued in 1998, the
consultant should be directed to revise and finalize the preliminary plans. Those plans could then
be reviewed in early January, and authorization to submit them to MnDOT for review could be
made by City Council at their January 13, 1998 meeting. Necessary eminent domain
acquisitions could also be reviewed at that meeting. Actual passage of eminent domain
proceedings would need to occur seven months pr/or to the desired in/tiation of construction.

Reviewed by:

City Administrator
City Attorney
Finance Officer
Public Works Director

R&B: 12/16/97
