CASE #2 <br /> <br />ANOKA COUNTY 2015 COMPREHENSIVE PLAN DRAFT <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />Anoka County is in the process of updating its Comprehensive Transportation Plan. A single <br />draft copy of the Anoka County 2015 Transportation Plan has been forwarded to me and is <br />available for review in my office. The Forward section of this draft plan highlights the <br />differences between the Anoka County 2015 Transportation Plan and the Metropolitan Council's <br />Transportation Policy Plan and MnDOT's Metro District Transportation System Plan. <br />Specifically, one of the major differences between these plans which affects Ramsey involves the <br />T.H. #10 Corridor Study. The County draft report states: <br /> <br />TH 10 is recommended for mid-term study. Conversion of the remaining highway <br />segments to freeway standards is recommended, with entrance ramp metering to <br />improve access control. The Anoka County 2015 Plan recommends transit <br />investments as well. TH 10 in Anoka County is also part of the proposed <br />Northstar Corridor, currently being evaluated as a candidate for a multimodal <br />corridor or Major Investment Study between Minneapolis and St. Cloud. <br /> <br />The Summary section of the report consists of four figures which illustrate key recommendations <br />summarized in the body of the report. Although the figures are colored in the report, I am <br />reproducing them in black and white with slight modification so that colored segments can be <br />differentiated. <br /> <br />The major elements in the draft plan of significance to the City of Ramsey include the following: <br /> <br />The Mississippi River crossing continues to be included in the plan. The location of the <br />crossing is unchanged frem that in the 2010 plan. <br /> <br />The Plan continues to call for a jurisdictional change of the C.R. #56/C.S.A.H. #5 corridor <br />fi.om the County to MnDOT, and for the transfer of T.H. #47 to Anoka County. <br /> <br />The Plan continues to call for a jurisdictional transfer of C.R. #63 to the City of Ramsey and <br />for the extension of C.R. #116 from C.R. #56 to C.R. #83. <br /> <br />There are no mass transit facilities proposed in Ramsey. <br /> <br />The Plan calls for increasing the capacity on T.H. #47 to four lanes undivided between <br />C.S.A.H. #5 and Main Street. <br /> <br />The Plan calls for Highway #10 to be upgraded to a four-lane freeway up to Armstrong <br />Boulevard. <br /> <br />The Staging of Improvements call for: <br /> <br />(a) the improvement of C.R. #83 north of C.R. #63, and C.R. #22 to the west County line <br /> between 1997 and 2001; <br /> <br /> <br />
