She felt the service he provides is <br />needed. She reiterated that she is not totally sure we need a full-time maintenance worker <br />but it was approved in the budget. <br /> <br />Discussion ensued relating to using in-house staff for clerical duties for the Police <br />Department. The question of confidentiality was raised. Mr. Schroeder summarized all the <br />steps taken by staff to ensure the Police repons rem confidential and also that with the <br />way the workloads fall, the Administrative Services and the Police Department should be <br />fairly compatible. Mr. Schroeder stated "we like to fully utilize current employees and it <br />also provides cross-training". He felt that separating the two functions is not the best thing <br />for the organization but added he understands the security issues. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to recommend that City <br />Council approve the 1996 staffing changes with the exception of the Public Works <br />Maintenance Worker and the Environmental Specialist positions and that staff is directed to <br />come back to the Committee with options as it relates to these positions and to come back <br />with information on how it is working to have Administrative Services assist with the <br />Police tapes. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen and Beyer. Voting <br />No: None. <br /> <br />Case #3: Approving Per Diem Payment to Professionals who Participate <br /> on City of Ramsey Interview Panels <br /> <br />City Administrator Schroeder explained that, from time to time, when the City is <br />conducting interviews, we bring in experts and we have not been paying them anything. <br />Finance Officer Hart contacted the League of Minnesota Cities for their advice on this issue <br />and they mentioned a nominal payment is acceptable. He presented a resolution for <br />adoption setting a per diem payment of $25. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beahen to recommend Council <br />adopt the resolution approving per diem payment to professionals who participate on City <br />of Ramsey interview panels. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen and Beyer. Voting <br />No: None. <br /> <br />Case #4: Request to be Removed from the Duties of Minute Taking; <br /> Case of Linda Mayer <br /> <br />Linda Mayer stated that she was asked to "help out" with minutes but she feels there are <br />other options that can be explored. The Economic Development Commission tapes their <br />minutes and brings them to Administrative Services to be transcribed. She added that it has <br />been suggested that she should tape the Park minutes also. She continued that there are <br />four full-time employees in Administrative Services, one is pretty well booked with other <br />minutes; however, there are three others who could possibly take the Park and Recreation <br />minutes. She asked that this issue be reviewed. She pointed out that her primary position <br />is in the Finance Department and that Admirfis~'ative Services types the cases and sends .out <br />the agendas for the Park and Recreation Commission, making them more knowledgeable <br />about what's going on with the Commission than she is.
