"I <br />do not take shorthand and I have no real skills in this from what I understand". <br /> <br />City Administrator Schroeder stated he did not do any background on this issue, but his <br />recollection on this is that the City advertised the position as Accounting Clerk but pan of it <br />was someone who was able to take minutes. It was a requirement or principal <br />consideration. "I do not recall anything beyond that". He added that Ms. Mayer has made <br />this request on at least one other occasion. Currently minute taking is pan of the position. <br /> <br />I <br />I <br />I <br /> <br />Finance Officer Hart stated that when Ms. Mayer was going into this position, she asked if <br />her minutes could be maintained as she enjoyed them. "What has u'anspired since then, I <br />cannot speak to." Ms. Mayer came about a year after she started her full-time position in <br />Finance and asked that she be removed from minute taking. <br /> <br />Ms. Mayer explained that she was originally hired as a Clerk Typist - 50% Administrative <br />Services/50% Finance; that lasted about a month. There was a person in the Finance Office <br />who went on leave and, at that point, Ms. Mayer basically became full-time in the Finance <br />Department~ She requested/applied for the position of Accounting Clerk when that became <br />availabe and got it. At that time, she was aksed to take minutes to help out, which she <br />agreed to. <br /> <br />Mayor Hardin inquired if the minutes were for one commission to which Ms. Mayer <br />replied yes, the Park and Recreation Commission. <br /> <br />Mayor Hardin inquired about time off to which Ms. Hart replied that Ms. Mayer receives <br />comprehensive time which is taken that Friday afternoon. The minute preparation is <br />overtime. <br /> <br />Mayor Hardin wondered if we could explore posting that particular part of this position and <br />see if anyone is interested; maybe someone else will want that experience. <br /> <br />Councilmember Beyer stated this should be something that would be given as directive by <br />the supervisor to the employee. She questioned why someone in the Finance Department <br />would be required to take minutes, plus the fact that Ms. Mayer is not even pan of the <br />agenda process puts her at a disadvantage. It would probably be better if the individual <br />who puts the agenda together does the minutes. She added that she has a real problem that <br />this is being done by someone in Finance when it is something-that should be done by <br />Administrative Services. <br /> <br />Mr. Schroeder stated that if the Personnel Committee says that the supervisor should direct <br />someone else to do this, you have said that someone can come to the Personnel Committee <br />and say they do not want to do a pan of their job and they will expect it to be directed to <br />someone else. If we have a volunteer for the minutes, that's fine but he felt this should not <br />be relegated to someone. <br /> <br />Councilmember Beyer felt it should be seriously considered. <br /> <br />Councilmember Beahen commented that it sounds like this was pan of Ms. Mayer's job <br />when she transferred to full-time. <br /> <br />Mr. Schroeder offered to check on that. <br /> <br />Councilmember Beyer explained that when Ms. Mayer was originally hired, it was pan of <br />her duties but when she went to Finance full-time, it's more difficult to do that.
