INTRODUCTION A petition for the bituminous paving of 151st Avenue, 152nd Avenue, and Fluorine Street located west of Trunk Highway #47 in Section 24 was received by the City Council on November 28, 1995. This petition was certified to the Council on December 12, 1995. The purpose of this study is to determine the feasibility of providing these streets which are presently dirt, with bituminous pavement and drainage improvements. This study will describe the nature of the improvements proposed identify costs financing, report and and The final section of this describes the process the City will employ for this improvement project and provides a projected schedule for key project milestones. EXISTING CONDITIONS The present street network consists of sand and gravel surface which varies between roughly 24 to 30 feet in width. Through the majority of the project, the existing roadway appears to be located in the center of the right-of-way. However, there is an obvious deviation of the west end of 152~d Avenue where the roadway shifts to the north. The drainage over the eastern half of the project s area flows eastward toward the Trunk Highway ~47 Service Road. Drainage is adequate over this section of the project. Over the western half of the project, existing drainage ponds at several road collects and locations along the west end of 152nd and Fluorine Streets. Residents report the ponding may last several days after a precipitation or snow melt event. Ditches along the street are practically non-existent and a majority of driveways do not have culverts. PROPOSED IMPROVEMENTS Since the present streets do not have adequate ditches and a majority of the driveways do not have culverts, it is proposed that the streets be constructed with a bituminous berm to carry the storm runoff. This would minimize the construction disruption to abutting property owners. To facilitate drainage for the western half of the pr6ject, it is proposed that sets of catchbasins be located at two low points, one located on 152nd Avenue and the other on Fluorine Street. Storm pipe within 152nd Avenue and Fluorine Street would convey runoff to the common borders between parcels 12 and 13. An easement would need to be obtained to convey storm water along the side yard property lines to a low area which occupies portions of parcels 11 and 13. This low area appears to have been excavated as opposed to being a natural portion of Wetland #729. This low area would serve to function as a sediment removal area prior to storm water being discharged into Wetland #729. Appendix B illustrates the proposed drainage system. 1
