I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF NORTHFORK ITASCA SHORES; <br />CASE OF NORTH FORK, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />North Fork, Inc. is requesting final plat approval of another portion of the Northfork P.U.D. <br />located southwest of Lake Itasca. The plat is to be named Northfork Itasca Shores and consists of <br />11 single family lots. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Proposed final plat <br />City Staff review letter dated December 6, 1996 <br />Proposed resolution for final plat approval <br />Proposed development agreement <br /> <br />Notification: <br /> <br />State law requires notification of the preliminary plat public hearing to prOPerty owners within 350 <br />feet of the subjectpmperty. In this case, Staff sent notice of the preliminary plat public hearing to <br />persons within 500 feet of the subject property. There were no written or verbal comments <br />submitted at the public hearing. <br /> <br />Observations: <br /> <br />All of the lots meet the one acre minimum lot size and are at least 160 feet wide at the street <br />frontage or building setback line. Outlot A is the site of the Northfork identification sign and will <br />be held in ownership by the the corporation. From a logical lot design aspect, Outlot B is more <br />appropriately a part of Lot 13, Block 3, Northfork Second Addition, and will be conveyed to that <br />property owner accordingly. Outlots C and D will be held by the corporation for future <br />development. <br /> <br />The lots are proposed to receive public access from an 1,100 foot cul-de-sac to be named Andrie <br />Court N.W., which is a deviation from the City's grid system approved by Council at the time of <br />preliminary plat approval. As for the cul-de-sac length, Council also approved exceeding the 600 <br />foot maximum contingent upon the Developer constructing the bubble with a large enough radii to <br />accommodate larger vehicles rounding the cul-de-sac and driving back out of the neighborhood in <br />one movement. Further, the Developer was also required to consmact a landscaped center island in <br />the cul-de-sac bubble to provide additional area for runoff and snow storage and break up the space <br />of blacktop. The cul-de-sac bubble shown on the f'mal plat is sufficient in size to accommodate <br />traffic flow in one movement, however, the center island should be platted as an outlot to facilitate <br />ownership by a homeowners association or North Fork, Inc. As it is currently platted, the center <br />island would be the responsibility of the City. <br /> <br />In lieu of no alternative or second access to the neighborhood, the developer has agreed to provide <br />a paved trail extending south off the end of the cul-de-sac and west to 153rd which could be <br />traversed by vehicles in emergency situations. The development agreement will also require the <br />developer to provide a paved trail east and north to connect with the existing trail system at 15650 <br />Okapi Street N.W. Except for that segment of trail extending south off the cul-de-sac bubble and <br />west to 153rd, the City will reimburse the Developer for trail pavement costs. <br /> <br /> <br />
