Review Letter: Nortlffo~ Itasca Shores Final Plat <br />Page 2 of 3 <br />December 5, 1996 <br /> <br />landscaped center island in the bubble to break up the spance of blacktop and provide <br />additional area for runoff and snow storage. As the cul-de-sac is proposed to be planed, <br />any center island would be the responsibility of the City. City Staff is recommending that <br />the landscaped center island be platted as an outlot to facilitate ownership by a homeowners <br />association or the corporation. <br /> <br />Council approved deviating from the City's grid system and naming this cul-de-sac Andrie <br />Court N.W. <br /> <br />Transportation Trails: In accordance with the approved preliminary plat, the Developer <br />is providing a trail south off the end of the cul-de-sac and west to I53rd. This trail would <br />be paved and provide an alternative access to the plat in the event of an emergency. The <br />City does not intend to reimburse the Developer for pavement costs for that segment of trail <br />extending south and west to 153r& <br /> <br />Transportation Impacts: On November 20, 1995, the Ramey City Council approved <br />the implementation of a Transportation Impact Fee. If that fee is enacted by April 15, <br />1996, this plat will be subject to that requirement. <br /> <br />Drainage and Easements: The drainage plan which was submitted calls for the <br />installation of a storm sewer down the length of Andrie Court. This storm sewer would <br />collect runoff from approximately 500 feet of Andrie Street N.W. between 153rd and <br />Andrie Court. Currently, the storm runoffmust travel along the curbline of Andrie Street <br />for a distance of 1900 feet before reaching an existing catch basin. The standard for <br />maximum overland flow distance is .700, so this drainage plan will mitigate the current <br />deficiency from this standard. City staff has discussed an alternative drainage plan which <br />would extend the existing storm line south on Andrie Street to comply with the 700 feet <br />overland standard. This option would allow the elimination of the storm sewer proposed <br />down Anclrie Court in Itasca Shores. Either drainage alternative would be acceptable. <br /> <br />The rear yards of Lots 7 through 11 can be drained to a storm sewer manhole located in the <br />rear yard of Lot 8. This storm sewer line will carry drainage from a section of 153rd <br />Avenue. The existing storm pipe terminates a short distance north of. 153rd Avenue and it <br />continues to transmit runoff through a ditch. City staff recommends that this ditch be <br />replaced with a storm pipe, however, the Developer may retain the ditch as it is sufficient <br />for drainage providing that it is stabilized and protected from erosion caused by <br />construction activity. Also, since this drainage discharges into a Class A waterbody, Lake <br />Itasca, the Developer must obtain a permit from the Lower Rum River Water Management <br />Organization. Finally, a sedimentation pond is provided for runoff from all paved surfaces <br />prior to discharge into Lake Itasea. The proposed plat does not contain an easement over <br />the area proposed for the construction of the sedimentation pnd.
