with the neighbors. Commissioner Hendriksen surnrnarized that what needs to be detem'fined is
what is acceptable, what is acceptable with action, and what is not acceptable.

Steve Enfield, 14810 Nowthen Boulevard N.W. pointed out that everyone goes grocery
shopping but doesn't think about who brings the food to the store; he does. Mr. Enfield explained
that he drives tractor-trailer and that he had asked Commissioner Deemer where he could park.
When he parked where suggested, the next morning there was a note on the u'uck informing him
that the next time the truck would be towed. Mr. Enfield advised that where he lives there is a
whole row of pine trees to keep his rig out of sight, and there are no problems with the neighbors.

Commissioner Hendriksen commented that he saw no problem with Mr. Enfield's particular
situation. However, he then gave the example of everyone needing electricity, yet he wouldn't
want his neighbor bringing home a load of nuclear waste.

Commissioner Thorud inquired as to whether Mr. Enfield would be willing to put up a building to
house his tractor-trailer.

Mr. Enfield stated he was not willing to do so because he didn't think it was needed. He noted that
if there were a place in the city to park trucks, he wouldn't have this problem.

Commissioner Hendriksen inquired whether one should be allowed to bring two 18-wheelers
home.

Mr. Enfield replied "no, but that's beside the point."

Commissioner Hendriksen stated that there will be people that say one 18-wheeler is not
acceptable.

Commissioner Deemer inquired whether it would be workable if the City found a place to dolly
down the trailer so that he could bring just the tractor home.

Mr. Enfield found this to be an agreeable solution.

Vickie Orcutt, 17631 Chameleon Street N.W. - stated that she also drives tractor-trailer. She
explained that once she has a load on the trailer it is her responsibility. She can keep an eye on it at
home. She advised that she can't just drop the trailer anywhere because insurance won't cover it.

Commissioner Deemer pointed out that a 70,000 lb. track driving down city streets is in violation
of the 2-ton limit.

Ms. Orcutt pointed out that garbage umcks are also in violation.

Commissioner Deemer stated that school buses and garbage tracks are necessary services.

Ms. Orcutt inquired "and we aren't?"

Commissioner Deemer replied "not down a residential street."

Ms. Orcutt indicated that the majority of the people at this meeting are rural. She suggested that
there are differences between rural and urban, and there should be different standards.

Commissioner Hendriksen advised that ff he were to pick where to draw the line, he would put the
line in such a place that 18-wheelers were not permitted. Then he would put in such a process that
such a case could be reviewed on it's individual merits.

Planning Commission/November 9, 1995

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
