I <br />! <br /> <br /> I <br /> I <br /> I <br />'1 <br /> I <br /> I <br />,I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />CASE <br /> <br />REVIEW MOTOR VEHICLES SALES/REPAIR LICENSE FEES <br /> By: Jessie Hart, Finance Officer <br /> <br />Background: <br /> <br />On October 24, 1995, the City Council approved the 1996 Schedule of Rates, Fees and Charges. <br />Included in this approval was an increase in the license fee for Motor Vehicle Sales/Repairs from <br />$100.00 per year to $500.00 per year. There was no separate discussion by the Finance <br />Committee or the City Council regarding this specific increase for 1996. <br /> <br />Once the license renewals for 1996 were received by business owners, we received several calls <br />regarding the rate increase. Some callers spoke to Ryan and some to me. As a result of these <br />calls, a couple of business owners approached the City Council at citizen Input on December 12, <br />1995. Council, at that point, recommended this be addressed as a case on the first meeting in <br />January, 1996. <br /> <br />Rate changes recommended each year are normally derived from several places, although the <br />past few years we have adjusted rates based on the average fees charged by cities with <br />populations between 10,000 and 20,000 that report in the Municipal License and Permit Survey <br />prepared by the Association of Metropolitan Municipalities. Attached is a copy of the <br />information contained in the survey regarding new/used car sales. This particular survey does <br />not address motor vehicle repairs. <br /> <br />Most cities reporting in the survey, at all population levels, indicated N/A. This does not mean <br />that they do not license them, some were combination licenses or it was covered in an area other <br />than licensing, such as special use permits. <br /> <br />At the request of Council, we have completed a survey of the communities around Ramsey <br />regarding motor vehicle sales/repair licensing fees. The following is the result of that informal <br />survey: <br /> <br />Anoka $100.00 per year Used vehicle sales only <br />Andover $190.00 one time Special use permit <br /> (Permit is filed at County and business owner pays for recording) <br />Blaine no response to survey <br />Brooklyn Center $150.00 per year New and used sales <br />Coon Rapids $30.00 per year Auto sales only (new and used) <br /> (Repair businesses are not licensed in the City) <br />Elk River None at all <br /> <br /> <br />
