Schroeder, City Administrator <br /> <br />Background: <br /> <br />On November 14, 1995, Accounting Clerk Linch Mayer approached the Personnel <br />Committee requesting a change in her duties to eliminate the task of recording the minutes <br />at the Park and Recreation Commission meetings. This request was tabled to December <br />12, 1995. The Committee requested at that meeting that the issue again be discussed at the <br />January 9, 1996, Personnel Committee meeting. <br /> <br />Linda Mayer was hired by the City of Ramsey as a Clerk/Typist primarily for the Finance <br />Department but also Administrative Services, effective January 4, 1993. This position was <br />in Class 7 of the salary schedule. <br /> <br />Due to a resignation, the position of Accounting Clerk was made available in the Finance <br />Department Linda Mayer applied for and was promoted to this position on June 4, 1993, <br />in salary grade 8. <br /> <br />Linda passed probation as a regular City employee on July 4, 1993, and as an Accounting <br />Clerk on Dex:ember 6, 1993. Jessie Hart, the current Finance Officer, was hired on June <br />14, 1993, and was involved in the interview process when Linch was promoted earlier that <br />month. <br /> <br />As a requirement of her original appointment, Linch began taking minutes at the Park and <br />Recreation Commission on February 10, 1993. She has taken minutes for this <br />Commission ever since. As reported in the December 12, 1995 memorandum from Jessie <br />Hart, the continued minute taking at this Commission was an item of discussion during <br />consideration of the promotional opportunity within Linda's existing position. I have again <br />attached this memorandum for your review. <br /> <br />The Planningi Park and Recreation, and Charter Commissions currently have clerical <br />support. The Horse Care Board and the Economic Development Commission minutes are <br />taken by the technical staff. All meetings of Council (but for an occasional workshop) also <br />receive clerical support. <br /> <br />It was suggested that we attempt to f'md volunteers to fill the void created by Linda's <br />request. The pool of potential volunteers are Jackie Lizakowski, Kathy Schmitz, and <br />Colleen Rybak in Administrative Services, and perhaps Arlene Stafford and Linch Aaseby <br />in the Police Department. Jo Thieling and Joanne Kusler are not available as they already <br />fulfil/minute taking roles elsewhere in the organization. <br /> <br />Other options appear to be: <br /> <br />1) Make no change. <br /> <br />2) <br /> <br />Rotate staff through the minute taking role through this and perhaps other <br />Commissions to promote cross training. <br /> <br />Assign Park Commission minutes to a different staff person if no volunteers are <br />available. <br /> <br /> <br />
