I
I
I
I
I
I
I

MEMORANDUM

TO:

Personnel Committee

CC:

Ryan Schroeder, City Administrator
Linda Mayer, Accounting Clerk

FROM:

Jessie Hart, Finance Officer

DATE:

December 11, 1995

SUBJECT: Linch Mayer, Accounting Clerk

While I did not place this as a case on the Personnel Committee agenda for December 12, 1995,
this memorandum could be added and discussed at that time.

Background:

On November 14, 1995, Accounting Clerk Linch Mayer approached the Personnel Committee
regarding a part of her job that she does not wish to perform any longer. Staff was instructed to
research the issue and report back. The following is a summary of the events that have taken
place since I was hired as the Finance Officer in June of 1993.

On May 27, 1993, my 9~tendance was requested at performance evaluation training at the City of
Rarnsey on June 3, 1995~ fi:om 1:00 until it ended around 4:00. A day or so later, Kay McAloney
contacted me and inquired as to whether I could come about 1/2 hour earlier to interview an
internal candidate being considered for the Accounting Clerk position. This candidate was Linda
Mayer.

Prior to the interview I was provided Linda's application information and had the opportunity to
discuss her past performance with both Sandra Helling and Mary Gomez. Both had indicated
that she had been hired originally to work half-time in each of Administrative Services and
Finance, which actually made her a prime candidate for the job. They went on to explain her
involvement with the Park and Recreation Commission.

After some brief discussion regarding the minute taking I inquired of Mary as to whether this
"upset" the work load in the Finance Department and she assured me that Linda would be
allowed to take time off hour-for-hour during the week of a Park and Recreation Commission
meeting and that any hours required for the transcription of the minutes would be done as
overtime and charged to the Park and Recreation cost center. I had asked because it is out of the
ordinary to have an accounting clerk performing such tasks.

Linda and I met after my discussions with Sandra and Mary had ended. I too inquired of her as
to the minute taking. She responded to me that she enjoyed the variety of the duty and that she
