Motion carried. <br /> <br />NEW BUSINESS - 5 <br /> <br />5.1 Administrator's Report <br /> <br />O'Connell began his report by discussing the DPS study, which has been <br />completed and was sent in by the dealing. One was sent in on behalf of <br />the Commission and the others on behalf of each of the four member <br />cities. O'Connell asked that if any of the Commissioners came in <br />contact with local state legislators to remind them of the importance of <br />the DPS study. <br /> <br />O'Cormell mentioned that both the FCC and congressional.staffers <br />were off due to the government shut-down. In all likelihood the <br />federal "telecom bill" will be stalled and not out of conference by <br />Thanksgiving has hoped. O'Cormell also brought up the reports of <br />steady increases of subscriber growth all across the country. O'Connell <br />discussed an excerpt from the Kiplinger Report that stated Direct <br />Broadcast Satellite (DBS) sales nationwide were better than anticipated <br /> <br />O'Connell reported on the Interactive Bu. lletin Board and how <br />successful it is becoming. There were almost 1300 call registered. <br />O'Connell would like city personnel examine this information and <br />determine what is important to the viewers. O'Cormell said QCTV <br />staff will look into the why one category registered 368 calls and <br />determine if a computer error took place. <br /> <br />Cotten asked about the Franchise Renewal Committee. O'Connell <br />respond by saying that until more information regarding the <br />development of an overall "telecommunications ordinance" was in <br />place, there was really no work for the Committee of analyze yet. <br />O'Connell asked Vose for a update on the legal writings. <br /> <br /> <br />
