I

I

I

5.2 Meredith Cable Report

Donnelly-Cohen stated that the number of subscribers to Universal
Service has increased to 44 in the Quad Cities. The overall number of
subscribers has gone up and the number of subscribers to the Sega
service is also up. Meredith has hired 9 additional service reps who are
mostly through with their training process. There is now a computer
that can generate a report noting the frequency and timing of calls to
the company.

Cotten inquired as the situation concerning the sale of the system to
Continental Cablevision. Donnelly-Cohen responded by saying that it
is not until a purchase agreement is entered into that those affected are
notified. She reassured the Commission that as soon as anything was
definite she will inform them using proper channels.

OLD BUSINESS - 6

6.1 Renewal Update

Renewal issues were updated and addressed previously during the
Administrator's Report.

6.2 Personnel Committee Report

Three members of the Personnel Committee met on November 14,
1995, Nagel met with O'Connell separately on November 16, 1995,
discussion was on two issues: AP's being hired directly by member
cities, and comparison of wage and benefits of like fu/1-time positions
at other community television entities.

O'CONNELL pointed out the memorandum from Johnson that was in
the packet concerning the direct control of the Associate Producers he
would like Champlin to have. O'Cormell discussed and pointed out
the changes to the 1996 budget and how the changes would
accommodate the Champlin request. Champlin would receive the
money in four payments to pay the salary of the AP, whereas Andover,
Anoka and Ramsey's moneys would remain in the Commission
account and under the supervision of Scattum. The other budget
change addressed Champlin's request for equipment funding. Each city
is allocated $10,000 spread out over 1996. Champlin will make their
own purchases and equipment decisions.

Schroeder reported that the Committee wasn't sure if the arrangement
would be successful or not, but was willing to recommend Champlin's
proposal. Andover, Anoka and Ramsey are not willing to take this
separation step, but rather watch to see how it works in Champlin.
